HE STATES IT IS A HONOR THAT DUQUESNE LIGHT HONORS ITS WORD AND ALLOWS THE SOUTH SIDE TO BE SERVED BY PRE-EXISTING WEST PENN POWER CO.

THEIR PREVIOUS MONTHLY PAYMENTS WERE $82 A MONTH. SHE STATES SHE IS THE ONLY ONE WORKING SINCE HUSBAND WAS IN AUTOMOBILE ACCIDENT. THEY WANT AN EXTENSION OF TIME TO COME UP WITH THE MONEY, THEY NEED UNTIL AUGUST 1ST TO COME UP WITH THE AMOUNT THEY NEED.

SHE STATES SHE WOULD LIKE TO BE REIMBURS- ED FOR THE MONEY THAT SHE ORIGINALLY DIDN'T OWE.

HE WANTS IN WRITING FROM DUQUESNE WHY THEY FEEL THEY SHOULD NOT ABIDE BY ORDER.

THE LIGHTS IN HOUSE WILL GO DOWN FOR APPROXIMATELY 1 MINUTE FANS WILL SLOW, AIR CONDITIONER AND REFRIGERATOR SLOW DOWN AND QUIET. THE ELECTRICITY DROPS IN VOLTAGE BETWEEN 105 VOLTS AND 100 VOLTS. HE WANTS AN INVESTIGATION FURTHER INTO THIS PROBLEM.

THEY SIMPLY WANT DUQUESNE TO BRING THEIR SERVICE UP TO THE SAME LEVEL AS THAT OF THEIR NEIGHBORS.

HE STATES THIS IS THE LARGEST SINGLE CHARGE IN THEIR ENERGY BILL. HE STATES THAT DUQU- ESNE HAS SOLD THEIR GENERATING CAPACITY IN A MARKET OF GREAT DEMAND. HE WANTS A RE-EVALUATION OF "TRANSITION FEES" & TO DO WHAT SHOULD BE DONE.
C-00003740 Closed 6/7/2000 COMPLAINANT STATES MS ZUKOWSKI AND MR WHARTON LIVED IN APT # 1 AT 823 NORTH EUCLID AVENUE, PITTSBURGH PA FROM JANUARY 1ST UNTIL THE SECOND WEEK IN SEPTE- MBER. SHE STATES THE REQUIRED RENT WAS $600 PLUS ELECTRICITY, FROM MAY 1ST UNTIL THE SECOND WEEK IN SEPTEMBER NO RENT WAS RECEIVED FROM TENANTS, AND TO HER KNOWLEDGE NO ELECTRICITY WAS PAID. TENANTS REFUSED TO LEAVE AND EVICTION PROCEEDINGS WERE INITIATED. THEN MS ZUKOWSKI INFORMED DUQUESNE LIGHT OF FOREIGN WIRING. SHE WAS NOTIFIED BY DUQUESNE OF THE PROBLEM AND DROVE TO PITTSBURGH TO DEAL WITH THE SITUATION. SHE HAD THE ELECTRICITY PUT IN HER NAME THEN. THEN SHE RECEIVED A BILL FOR OVER $600. SHE WANTS THE PUC TO CONSIDER THE CIRCUMSTANCES AND THE EVOLVEMENT OF THE SITUATION. SHE FEELS THAT THE TENANTS INVOLVED USED THE FOREIGN WIRING AS A WEAPON TO BE ABLE TO HAVE THE APT. WITHOUT ANY PAYMENT OF RENT OR ELECTRICITY. SHE FEELS THAT THEY SHOULD BE RESPONSIBLE FOR PARTIAL PAYMENT OF THIS BILL.

HE STATES HE CAN'T DO THIS BECAUSE HE IS ON A FIXED INCOME AND IS DISABLED.
C-00003722 Closed 6/2/2000 COMPLAINANT STATES AS YOU CAN SEE BY LOOKING AT AN ELECTRIC BILL FROM DUQUES- NE LIGHT, THE TRANSITION CHARGE IS ALMOST EQUAL TO THE GENERATION AND DISTRI- BUTION COSTS/CHARGES. BUT BY LOOKING AT THE DESCRIPTION OF WHAT TRANSITION COSTS/CHARGES ARE ON THE BACK OF THE BILL, IT IS IMPOSSIBLE TO UNDERSTAND BY THE "WRITE-UP" WHAT THEY ARE. HE FEELS THAT THEY SHOULD CHANGE THE WORDING ON THE UNDERSTANDING OF THE BILL (BACK SIDE) SO THAT PEOPLE CAN PROPERLY UNDERSTAND WHAT THEY ARE PAYING FOR.

C-00003649 Closed 5/10/2000 COMPLAINANT STATES THERE IS A TELEPHONE POLE THAT IS LITERALLY THREE FEET FROM THE CORNER OF THE BUILDING THAT HE IS GOING TO BUY AT 1586 ELECTRIC AVENUE. HE NEEDS TO HAVE ACCESS TO THIS AREA TO INSTALL A FRENCH DRAIN TO PREVENT FURTHER WATER DAMAGE. BECAUSE OF THE POSITION OF THIS POLE THERE IS NO WAY TO GRADE GROUND SLOPING FOR DRAINAGE. HE STATES AFTER MONTHS OF DISCUSSION, DUQUESNE LIGHT COMPANY HAS NOT PRODUCED ANY WRITTEN AGREEMENTS OR HAVE NOW CHOSEN TO IGNORE HIS REQUEST FOR RELIEF FROM THIS HARDSHIP. HE WANTS DUQUESNE LIGHT DEMANDED TO SHOW THEIR PROOF OF PERMISSION TO BE ON THIS PROPERTY OR TO MOVE THE POLE IMMEDIATELY.

SHE WANTS HELP IN FIGURING OUT A BUDGET PAYMENT THAT SHE CAN AFFORD AND THAT DUQUESNE LIGHT WILL ACCEPT.

THESE OUTAGES NOT ON HAVE A SERIOUS EFFECT ON THEIR PRODUCTION, BUT THEY ARE ALSO HAVING A VARIETY OF ATTRIBUTABLE MACHINE TOLL FAILURES. THEY WANT ASSISTANCE TO RECEIVE A FAIR AND JUST RESOLUTION TO THIS COMPLAINT.
