THEY FEEL THAT THE COMMISSION SHOULD FINE DUQUESNE FOR NOT PROVIDNG A LEVEL OF SERVICE. ALSO THEY FEEL THAT THEY WERE OVERBILLED FOR THE LEVEL OF SERVICE THEY ARE RECEIVING. |
