HE WANTS A METER INSTALLED SO HE CAN MONITOR AND PROOF THAT HE HAS BEEN OVER- CHARGED FOR THE LAST THREE YEARS, AND AN AUDIT TO PROVE THAT THE USAGE IS VALID.
