HE WANTS THE PUC TO ASK PP&L TO EXEMPT HIM FROM PAYING THE DISPUTED AMOUNT.

HE FOUND OUT THAT THE PROBLEM WAS CAUSED BY HIS METER, AND WHEN HE REPORTED THIS TO PPL, THEY TOLD HIM THAT THEY WOULD FIX IT. IT TOOK THEM 8 MONTHS TO FIX IT, AND HE WAS THEN BILLED $582.27. THEY THEN SENT HIM A LETTER STATING THAT THEY COULD NOT FIND A PROBLEM WITH THE METER. PPL THEN TOLD HIM THAT THEY ESTIMATED HIS BILL. HE WANTS THE PUC TO MAKE PPL EXPLAIN WHY THEY DID THIS, AND EXPLAIN HOW THEY COME UP WITH THEIR AVERAGE FIGURES.
F-00872386 Closed 7/12/2001 COMPLAINANT STATES THAT FOR THE LAST 5-8 YEARS, SHE HAS BEEN CALLING PPL TO INFORM THEM THAT HER ELECTRIC BILLS ARE UNUSUALLY HIGH. SHE STATES THAT PPL CHECKED THE METER, AND IT WAS WORKING PROPERLY. SHE STATES SHE ASKED THEM TO INSTALL A MONITOR TO SHOW ACTUAL USAGE ON 2 DIFFERENT OCCASIONS, BUT SHE WAS TOLD THAT THIS WAS NOT JUSTIFIED BECAUSE OF THE NUMBER OF APPLIANCES IN USE. SHE WANTS THE PUC TO MAKE PPL INSTALL A MONITOR, AND SHE WANTS THE PUC TO LET HER KNOW WHAT HER OPTIONS ARE.

SHE STATES PAYMENT OF THIS BILL WOULD CRE- ATE A HARDSHIP ON HER. SHE WANTS THE PUC TO ORDER THE ELECTRIC COMPANY TO COLLECT THIS BILL AGAINST THE TENANT ONLY AND NOT AGAINST HER.

HE TOLD THEY HE COULD NOT PAY THIS AND CALLED THE PUC. HE STATES HE CAN NOT PAY THE $40 MONTHLY BUDGET AMOUNT PLUS $10 ON THE ARREARS BECAUSE OF HIS FIXED INCOME.

SHE STATES IT WAS ONLY FOR 10 TO 14 DAYS USE AND SHE CAN NOT UNDERSTAND WHY IT WAS HIGHER THEN HER NORMAL MONTH FOR 30 DAYS USE. SHE STATES HER REQUEST TO HAVE THE METER READ ON THE 15TH DID NOT HAPPEN AND SHE IS REFUSING TO PAY FOR THE ELECTRIC FOR THE ADDITIONAL 6 DAYS.
