COMPLAINANT STATES THAT BECAUSE OF NOT BEING PLACED ON THE INTERRUPTIBLE RATE, IT PAID MORE THAN $10,000 PER MONTH MORE FOR ELECTRIC SERVICE FROM SEPTEMBER 1995 TO SEPTEMBER 1996 THAN IT WOULD HAVE UNDER THE INTERRUPTIBLE RATE.
