PPL HOLDS HIM RESPONSI- BLE AFTER ACCOUNT WAS OPEN AND UNPAID FOR A PERIOD WELL IN EXCESS OF 18 MONT- HS. HE FEELS THAT PPL SHOULD HAVE THE BURDEN OF FOLLOW-UP AND COLLECTION W/ TENANTS.
