HOWEVER, THE TENANT AGREED TO TAKE CARE OF THEIR HEATING ARRANGEMENTS. UNDERSTANDS THAT THE WIRING NEEDS TO BE METERED DIFFERENTLY AND UNDERSTAND THAT BILL WOULD NOW BE IN THEIR NAME.

THEY REQUEST A REFUND OF THE $3,780 PAID IN VIOLATION OF THE TARIFF ALONG WITH INTEREST FROM 12/28/99.
