COMPLAINANT SHOWED THE PERSON THAT CAME TO HIS RE- SIDENCE THAT HE DID NOT EVEN KEEP ANY APPLAINCES AT THIS RESIDENCE BECAUSE OF NOT STAYING THERE. COMPLAINANT SHOWS THAT HIS BILLS LAST WINTER WERE SHOWING CHARGES SUCH AS $57.32 AND NOW THEY ARE SHOWING MUCH HIGHER CHARGES.
