A PECO REP INFORMED HIM THAT THE VOLTAGE DROP WOULD AFFECT HIS BILL, AND HE USED HIS NORMAL AMOUNT OF ELECTRICITY. PECO PUT IN A NEW TRANS- FORMER IN MARCH, AND THE BILL DROPPED BACK TO NORMAL. PECO INSISTED THAT THE PROBLEM WAS NOT WITH THE TRANSFORMER. HE WANTS THE PUC TO MAKE PECO CREDIT HIS ACCOUNT FOR THE OVERCHARGES FROM DECEMBER TO MARCH.
