THIS LTR INDICATED THAT PRIOR TO METER CHANGE WEST CALN HAD ONLY BEEN BILLED FOR THE MINIMUM MONTHLY CHARGE ON GENERAL LOAD METER DURING WINTER BILLING PERIODS FROM 9/8/95 UNTIL METER CHANGE DATE OF 12/29/98 AFTER METER WAS CHANGED THEY WERE INFORMED THAT ALL REVENUE BILLED FROM 9/8/95 TO 12/11/98 TOTALLING $8,373.03 WOULD BE ADJUSTED TO REFLECT THE NEW TOTAL CHARGES FROM THE PERIOD OF 9/8/95 TO 4/13/99 FOR A TOTAL OF $12,104.11 PLUS PA SALES TAX WHICH GIVES THEM A GRAND TOTAL OF $12,830.36. THEIR NEW CHARGES AFTER DEDUCTION WAS A TOTAL OF $4,457.33. WANTS TO KNOW WHY IT TOOK PECO 3 YEARS TO REALIZE THAT THEY HAD A DEFECTIVE METER, AND WHY SHOULD THEY BE RESPONSIBLE FOR SOMETHING THAT THEY HAD NO CONTROL OVER.

THEY WANT THE COMM- ISSION TO DIRECT PECO TO DELEGATE IMPLEMENTATION OF THE PV PORTION OF THE RENEWABLE ENERGY PILOT PROGRAM TO SUSTAINABLE DEVELOPMENT FUND AND TO PROVIDE THE SDF ACCESS TO KIURP CUSTOMER AND LIURP-ELIGIBLE CUSTOMER DATA IN PECO ENERGY'S POSSESSION. THE COMMISSION SHOULD FURTHER DIRECT PECO ENERGY TO FORWARD TO THE SDF $750,000 IN PROGRAM COSTS AND $75,000 IN ADMINISTRATIVE COSTS FOR THE PHOTOVOLTAIC PROGRAM.
