PECO IS ESTIMATING THE COMPLAINANT'S BILLS ON THE CURRENT USAGE. IT ALSO TOOK THEM FROM JANUARY TO AUGUST TO BILL HIM. HE BELIEVES PECO SHOULD BE RESPONSIBLE FOR THESE BILLS.
