COMPLAINANT WANTS THE PUC TO MAKE PECO HONOR THE 4/10/01 AGREEMENT, MAKE PECO REVISE THEIR BILLING SYSTEM SO THAT BILLS DON'T CROSS IN THE MAIL, AND MAKE PECO SPEND MORE TIME LOOKING FOR PEOPLE WHO NEVER PAY THEIR BILLS.
