Complainant needed rushed to ER because of a heart attack and stroke due to hot weather and no electricity. Complainant states that they have tried to create a fair deal payment plan, because they were not paying the bill due to no income from not being eligible to work. Complainant says the bill to restore power is $8000. Complainant would like a fair monthly payment plan to pay off the bill.
