C-00015580 Closed 6/7/2001 COMPLAINANT STATES FIRST, PECO ELECTRIC BILLS FOR CUSTOMERS THAT HAVE MORE THAN ONE RATE SHOW ALL CHARGES FROM GENERATION SUPPLIERS UNDER JUST ON OF THOSE RATES. THIS IS INCORRECT AND MISLEADING. THIS DOES NOT ALLOW THE CUSTOMER TO READILY SEE WHAT THEY ARE BEING CHARGED FOR. WHEN PECO SHOWS THE SUPPLIER CHARGES, THEY DO NOT SHOW THE NUMBER OF KWH OR THE CHARGES PER KWH FOR EACH OF ALL RATES. HE WANTS THE PUC TO ORDER PECO TO SHOW THE PRICE TO COMPARE ON EVERY BILL FOR EVERY CUSTOMER EVERY MONTH.

C-00015512 Closed 5/7/2001 COMPLAINANT STATES COMPLAINT IS REFERENCE TO THE WAY PECO HAS BEEN OVER BILLING HIM. SINCE LAST YEAR, HE KEPT CALLING THE COMPANY TO ADDRESS WHY THE BILL KEP INCREASING. HE BROUGHT TO THE ATTENTION THAT THE BILL HAS FIRST FLOOR WRITTEN ON IT, THIS IS NOT AN APARTMENT COMPLEX; IT IS A PRIVATE HOME WHICH RESIDES THREE CHILDREN AND TWO ADULTS. THIS SEEMS TO BE THE REASON WHY THE BILL CONTINUES TO INCREASE. HE ALSO MENTIONED TO THEM THAT THIS IS A BRAND NEW HOME WITH INSULATED WINDOWS, ETC. HE WOULD LIKE THE PUC TO REVIEW THIS CASE CAREFULLY.
C-00015500 Closed 5/10/2001 COMPLAINANT STATES THERE IS A CHARGE ON HIS BILL OF $10.79 FROM A NEW SERVICE PROVER THAT HE DID NOT ASK FOR. HE WANTS THE PUC TO MAKE SURE THAT HE DOES NOT HAVE TO PAY THIS BILL. PECO IS TELLING HIM THAT HE HAS TO PAY FOR THIS SERVICE.

NOW ALL OF A SUDDEN HE RECEIVED A BILL FOR OVER $400 FOR ONE MONTH WHICH IS OUTRAGEOUS. HE WANTS THE PUC TO INVESTIGATE THIS PROBLEM AND CHECK FOR FAULTY METERS, BECAUSE THERE IS NO WAY THIS BILL SHOULD BE THIS HIGH WITH HIM BARELY BEING THERE.
C-00015482 Closed 5/29/2001 COMPLAINANT STATES PECO HAS NOT READ THE METERS ON HIS PROPERTY IN OVER FOUR YEARS. NEITHER HAVE THEY KEPT METER READING APPOINTMENTS. RATHER, THEY HAVE SENT INVOICES BASED UPON USAGE KNOWN TO BE THREE OR FOUR TIMES ACTUAL USAGE, AND AFTER A YEAR, SUED IN PHILADELPHIA MUNICIPAL COURT FOR THE AMOUNT OF INFLATED BILLING. FURTHERMORE, THEY HAVE SWITCHED ACCOUNT NUMBERS AND SENT AS MANY AS TWELVE INVOICES IN A THREE WEEK PERIOD. PREDICTABLY, PAYMENTS MADE WERE POSTED TO THE WRONG ACCOUNTS. HE WANTS THE PUC TO ORDER AN ACCURA- TE METER READING BE TAKEN, IN THE EVENT AN AMOUNT IS OWED, ABIDE BY A PAYMENT PLAN AND REFUND OR CREDIT FOR JUDGMENTS OBTAINED FOR USAGE KNOWN TO BE INFLAT- ED.

C-00015472 Closed 5/16/2001 COMPLAINANT STATES THAT PECO ACCUSED 2 PEOPLE OF TAMPERING WITH AND ALTERING HIS METER. HE STATES THAT PECO REPRESENTATIVES ARRIVED UNANNOUNCED, AND REMOVED THE METER. HE STATES THAT NOBODY FROM PECO TOLD HIM AT THE TIME WHY THE METER WAS REMOVED OR WHY IT WAS BEING REPLACED, OR SHOWED HIM THAT THE SEAL WAS BROKEN SINCE IT WAS NOT. HE WAS INFORMED THROUGH CORRESPONDENCE THAT THE SEAL WAS BROKEN, BUT HE WANTS TO KNOW WHY THAT WAS NOT BROUGHT TO HIS ATTENTION WHEN THE METER WAS REMOVED. HE WANTS THE PUC TO MAKE PECO PRODUCE PHYSICAL EVIDENCE THAT THE SEAL WAS BROKEN.
C-00015468 Closed 5/23/2001 COMPLAINANT STATES THAT ON 4/10/01 THE PUC PUT HER ON A BUDGET OF $222.00. SHE THEN RECEIVED A BILL ASKING HER TO PAY THE BALANCE IN FULL. THE PUC ADVISED HER TO SEND $222.00, AND ALTHOUGH THEY RECEIVED HER PAYMENT, THEY STILL WANTED HER TO PAY HER BALANCE IN FULL. SHE THEN RECEIVED A COLLECTION AGENCY NOTICE TELLING HER THAT THE BALANCE HAD BEEN TURNED OVER TO THEM. COMPLAINANT WANTS THE PUC TO MAKE PECO HONOR THE 4/10/01 AGREEMENT, MAKE PECO REVISE THEIR BILLING SYSTEM SO THAT BILLS DON'T CROSS IN THE MAIL, AND MAKE PECO SPEND MORE TIME LOOKING FOR PEOPLE WHO NEVER PAY THEIR BILLS.
C-00015383 Closed 5/4/2001 COMPLAINANT STATES HER COMPLAINT IS WITH PAYMENT ARRANGEMENT THAT WAS SET UP BY THE PUC, DESPITE SEVERAL ATTEMPTS BY HER TO GET IN CONTACT WITH HER CASE WORKERS. SHE CAN'T PAY THE PRESENT TERMS OF $268 MONTH AND $76 MONTH RESPEC- TIVELY. SHE REQUEST THAT THE PUC LOWER HER AGREEMENT AMOUNT FROM $268 TO $168.
C-00015373 Closed 5/3/2001 COMPLAINANT STATES COMPLAINT IS THE DEVICE FOUND ON METER. HE STATES HE DID NOT DO IT. PECO ENERGY WANTS HIM TO PAY FOR ELECTRIC USED OVER A PERIOD OF TWO AND A HALF YEARS. AND THEY WANT HIM TO PAY A BALANCE OVER A PERIOD OF ONE YEAR, IT WOULD BE A BURDEN FINANCIALLY $437 ABOVE BILL. HE WANTS THE PUC TO MAKE PECO GET RID OF THE BALANCE, OR CUT DOWN TO $1,000 BALANCE OR SPREAD IT OVER TWO AND A HALF YEARS.
C-00015362 Closed 4/30/2001 COMPLAINANT STATES ON 4/14/00 PECO INFORMED HIM THAT TO RESTORE SERVICE, HE SHOULD PAY $282, A REDUCTION OF 30% OF THE BALANCE OF HIS BILL. THIS WAS PAID, BUT PECO LATER INSISTED THAT HE HAD TO PAY A RECONNECTION FEE AND NEW DEPOSIT, WHICH WAS NOT PART OF THE AGREEMENT. PECO DID NOT SHUT OFF SERVICE AFTER 5/31/00 AS REQUESTED, BUT CONTINUED TO CHARGE HIM AFTER HE MOVED OUT. THE LANDLORD ALSO INFORMED THEM. PECO REFUSES TO PRORATE FINAL BILL. HE WANTS THE PUC TO ORDER PECO TO RESCIND THE NEW CONENCTION FEE AND THE DEPOSIT AND ACCEPT THE $282 SETTLEMENT AS AGREED. PECO BE ORDERED TO PRO-RATE THE JUNE 2000 BILL SO HE IS ONLY CHARGED FOR SERVICE THROUGH MAY 31, THE DAY AFTER HE MOVED OUT. PECO BE ORDERED TO ACCEPT $114, THE BILLINGS FOR MARCH, APRIL AND MAY 2000, AND THE PRO-RATED PART TO MAY 31 OF THE JUNE 2000 BILL AS FULL PAYMENT. PECO INFORM THE COLLECTION AGENCY TO STOP BOTHERING HIM AND CORRECT ALL CREDIT REPORTS.
C-00015347 Closed 4/27/2001 COMPLAINANT STATES ON HER 5/10 BILL THERE WAS A CHARGE FROM NEW POWER A CDS PROVIDER OF $20.41. SHE CALLED PECO AND THEY TOLD HER SHE WAS RANDOMLY PICK- ED TO HAVE THIS SERVICE. SHE TOLD THEM TO STOP BILLING & REMOVE CHARGES. THE REP REFUSED TO REMOVE CHARGES. SHE WANTS THE PUC TO STOP THIS PROCESS OF BILLING WITHOUT PERMISSION AND HAVE THE CHARGE DROPPED FROM HER ACCOUNT.
C-00015344 Closed 4/26/2001 COMPLAINANT STATES DUE TO BEING OUT OF WORK, WITH NO INCOME AT THIS PARTICUL- AR TIME, HER ELECTRIC BILL PAYMENTS FELL BEHIND. SHE WAS UNABLE TO CATCH UP. SHE CONTACTED THE PUC FOR ASSISTANCE, THEY GAVE HER A PAYMENT OF $196 WITHIN THE NEXT TWO DAYS, THEN $125 + $10 MONTHLY. SHE STATES SHE CAN'T AFFORD THAT MUCH MONEY SO SOON. SHE STATES SHE WOULD APPRECIATE THE PUC REDUCE THE AMOUNT OF MONEY SHE NEEDS TO COME UP WITH. ALSO IF THEY COULD REDUCE THE MONTHLY PAYMENTS AT LEAST UNTIL SHE RETURNS TO WORK.
C-00015338 Closed 4/25/2001 COMPLAINANT STATES THERE IS SOMETHING WRONG WITH THE WIRING IN HIS APARTMENT. CERTAIN OUTLETS AND LIGHTS MAY GO OUT AND HE HAS NO CONTROL OVER THEM. HE STATES PECO HAS CAME OUT BEFORE WHEN THEY WERE ABLE TO GET IN. HE WOULD LIKE THE PUC TO DO AN INVESTIGATION TO SHOW THE WIRING ON THIS BUILDING IS FAULTY. HE ALSO WANTS THE PUC TO TELL PECO THAT HE NEEDS A PAYMENT PLAN.
C-00015327 Closed 4/23/2001 COMPLAINANT STATES SHE WAS KIND OF CONFUSED ABOUT THE AMOUNT OF THE JUDGEMENT THE AMOUNT SHE WAS DISPUTING AT THE TIME WAS $259, WHEN THE JUDGEMENT CAME "TWO YEARS LATER - SHE WAS TOLD HER CASE GOT LOST" IT WAS FOR THE AMOUNT OF $921.18. SHE WAS TOLD NOT TO PAY THIS PORTION OF THE BILL $259, UNTIL THE JUDGEMENT WAS MADE. DURING THIS TIME SHE WAS SEEING HER BILL GO UP AND UP. SHE WAS NEVER GIVEN NOTICE BY PECO THAT HER BILL WAS GETTING SERIOUSLY OUT OF CONTROL AND HER BILLS WERE BEING PAID, SHE ALSO SAYS THAT SHE NEVER RECEIVED A SHUT-OFF NOTICE. SHE WANTS THE PUC TO HELP HER FIND OUT WHAT HAPPENED AND WHY THE BILL WAS NEVER ADDRESSED BEFORE THE JUDGEMENT WAS MADE.

THE ALTERNATIVE IS TO TREK THE 22 MILES TO 2301 MARKET STREET IN PHILADELPHIA, THE ONLY PECO CASHIER IN THE COMMONWEALTH. HE WANTS THE PUC TO REQUEST PECO ENERGY COMPANY TO RE-ESTABLI- SH A CUSTOMER SERVICE CENTER IN CHESTER COUNTY, SO THAT ONE MAY ONCE AGAIN PAY FOR SERVICE IN CASH OR INSTALL AUTHORIZED PAYMENT LOCATIONS (APLS).
C-00015268 Closed 4/2/2001 COMPLAINANT STATES THAT PECO RESPONDED TO AN EMERGENCY AT HER PROPERTY IN JULY 2000 PERTAINING TO AN UNATTACHED WIRE FROM THE STREET TO HER BUILDING. SHE THOUGHT THE PROBLEM WAS FIXED, AND A PECO REPRESENTATIVE CAME AND LOOKED AT THE PROBLEM AND SAID HE WAS NOT TOUCHING IT AND TO CALL THE HEAD OFFICE. TO DATE, THEY HAVE NOT COMPLETED THE JOB.
