C-00014651 Closed 1/9/2001 COMPLAINANT STATES COMPLAINT IS THAT PECO CONTACTED AN OUTSIDE CONTRACTOR TO REPLACE AND INSTALL NEW BRACKETS THAT SUPPORT THREE ELECTRICAL POWER CABLES BEFORE A BRANCHING CABLE IS ATTACHED THAT SUPPLY THE INDIVIDUAL HOMES. THE ORIGINAL BRACKET(S) WERE ANCHORED TO THE BRICKS AT THE REAR OF THE HOUSE. HOWEVER IN ORDER TO REMOVE THE ORIGINAL BRACKET(S) FROM THE HOUSES, THE CONT- RACTOR WOULD HAVE HAD TO CUT THE BOLTS SECURING THE BRACKET(S). INSTEAD, THEY CHOSE TO DEFACE AND CAUSED DAMAGE TO THE PROPERTY(IES) BY REMOVING THE BRICKS THAT HAD SECURED THE BRACKETS FOR MANY YEARS. HE STATES THIS IS IRRE- SPONSIBLE, UNSAFE AND UNSOUND TO MOUNT THE BRACKET TO THE BARGE BOARD WHICH IS WOOD AND IS PART OF THE ROOFING SYSTEM OF THE HOUSE.

THEY WANT THE COMM- ISSION TO DIRECT PECO TO DELEGATE IMPLEMENTATION OF THE PV PORTION OF THE RENEWABLE ENERGY PILOT PROGRAM TO SUSTAINABLE DEVELOPMENT FUND AND TO PROVIDE THE SDF ACCESS TO KIURP CUSTOMER AND LIURP-ELIGIBLE CUSTOMER DATA IN PECO ENERGY'S POSSESSION. THE COMMISSION SHOULD FURTHER DIRECT PECO ENERGY TO FORWARD TO THE SDF $750,000 IN PROGRAM COSTS AND $75,000 IN ADMINISTRATIVE COSTS FOR THE PHOTOVOLTAIC PROGRAM.

PECO HAS FAILED TO PROVIDE AN "APPROPRIATE JUSTIFICATION" FOR THE INCLUSION OF OFF-GRID APP- LICATIONS AS REQUIRED BY FINAL ORDER. PECO HAS ATTEMPTED TO MEETS ITS PV COMMITMENTS IN THIS PILOT WITHOUT INSTALLING GRID-TIED PV SYSTEMS. ALSO THE PECO PLAN DOES NOT EMPLOY ANY BI-DIRECTIONAL METERS. PECO HAS ALSO VIOLATED THE COMMISSIONS FINAL ORDER BY PROPOSING TO SPEND, AND/OR ACTUALLY SPENDING $337,240 MORE THAN AUTHORIZED BY THE COMMISSION ON OVERHEAD FOR THE RENEWABLE PILOT. THEY WANT THE COMMISSION TO MAKE PECO RESTORE $750,000 IN PROGRAM COST AND $75,000 IN ADMINISTRATIVE COSTS TO A FULL, TWO-YEAR PHOTOVOLTAIC PROGRAM.
