WHEN HE CALLED TO PROTEST HE WAS TOLD THAT PECO HAD NO RECORD OF HIS CALL AND HE WOULD HAVE TO PAY. HE WANTS PECO PROHIBITED FROM TAKING ANY ACTION TO COLLECT THE BILL AND DAMAGING HIS CREDIT RATING AND TO REMOVE ANY RECORD OF INDEBTEDNESS OF HIS TO PECO.
C-00003439 Closed 3/20/2000 COMPLAINANT STATES HIS BILLING IS INCORRECT, HE POINT OUT THE ERROR IN TWO PHONE COVERSATIONS WITH PECO EMPLOYEES AND IN A LETTER DATED 2/26/00. HE HAS RECEIVED NO REPLY. HE STATES PECO IS CHARGING HIM FOR DELIVERING ELECTR- ICITY THAT HIS SUPPLIER CHARGES TO GENERATE AND DELIVER IT TO PECO. C-00003430 Closed 3/17/2000 COMPLAINANT STATES THERE IS AN ACCOUNT THAT PECO PUT INTO COLLECTIONS WITH INNOVISION IN (#1821053), SHE MOVED FROM 6200 CHRISTIAN ST, 1ST FL, APT, PHILADELPHIA ON MARCH, 1993. HER FINAL READING WAS SCHEDULED BETWEEN HER LANDLORD AND PECO BECAUSE HER LANDLORD WAS THE ONLY PERSON WITH ACCESS TO THE BASEMENT WHERE THE METERS WERE. WELL, THE METER WAS NEVER READ, THE NEW TENANT MOVED IN AND BECAUSE PECO NEVER SHUT OFF HER ELECTRIC, SHE CONTINUED TO RECEIVE BILLS WHILE IN THE NEW TENANT USE. SHE DID AGREE TO MAKE INSTALL- MENT PAYMENTS UNTIL CORRECTED BUT BY JUNE 1993 THE ACCOUNT WAS NOT STRAIGHTE- NED OUT AND SHE EVENTUALLY STOPPED PAYING PECO. SHE WOULD LIKE TO PRO-RATE THE CHARGES CORRECTLY FROM THE TIME SHE MOVED IN MARCH 1993 OR IF PECO CAN VALIDATE THIS AMOUNT THEN REMOVE CHARGES ALTOGETHER.

PECO ENERGY PERSONEL STATES THAT IMPROPER BAND OR SEAL WILL NOT DISTURB METER, BUT CAN NOT EXPLAIN WHY METER AT 2634 MIFFLIN ST IS AN EXCEPTION IN SO FAR AS PROPER FIT IS CONCERNED. THEY WANT THE SEAL CORRECTED OR TO REPLACE ELECTRIC METER WITH PROPER SEAL OR BAND.
C-00003401 Closed 3/10/2000 COMPLAINANT STATES WAS NOT LIVING AT THE ADDRESS, SHE WAS SUPPOSE TO MOVE IN BUT IT FELL THROUGH, SHE TURNED ON THE UTILITIES AHEAD OF TIME BUT HAD THEM TURNED OFF FIVE DAYS LATER. THE PEOPLE WHO LIVED THERE CALLED TO HAVE THE UTILITIES TURNED BACK ON AND IT WAS LEFT IN HER NAME. HER ADDRESS WAS 6338 TROTTER STREET, THESE PEOPLE USED UTILITIES UNDER HER NAME WHICH IS FRAUD. SHE WANTS TO FIND OUT WHO WAS LIVING AT 4220 SKIPPACK PIKE COTTAGE D IN SCHWENKSVILLE AND USING HER UTILITIES AND PURSUE THEM WITH THIS OUTSTAN- DING BILL.
C-00003398 Closed 3/10/2000 COMPLAINANT STATES HAVE LIVED IN HER THIRD FLOOR APARTMENT SINCE 1994, AND SINCE 1994 HER ELECTRIC BILL HAS AVERAGED $20 PER MONTH. THE PROBLEM HAS BEEN PECO METER READERS GAINING REGULAR ACCESS TO THE METERS, METERS ARE LOCATED IN THE BASEMENT WHICH IS ACCESSED BY EXTERIOR METAL DOORS. THE LAND- LORD DOES NOT ALWAYS GIVE THE KEY TO THE BASEMENT TO THE TENANTS TO GET THE METER READERS IN TO READ THE METERS, SO FOR MANY MONTHS THE BILL WERE ESTIMA- TED. SHE NEVER STOPPED PAYING THE $20 A MONTH, SO HOW IS IT THAT SHE RECEIV- ED A SHUT-OFF NOTICE FOR A BALANCE OF $952? RECENTLY, 2/5/00 SHE WAS ABLE TO GET THE METER READER IN TO READ THE METER WHICH RESULTED IN A CHARGE FOR THE PREVIOUS MONTH OF $17.28. SHE WAS FURTHER RESEARCH INTO HER PAST ELECTRIC BILLS SINCE 1994, SHE THEREFORE CONTINUES TO DISPUTE THIS INCORRECT BALANCE OF $952. WANTS AN INVESTIGATION INTO PECO'S BOOKKEEPING SINCE 1994 AND HAVE THIS BALANCE REMOVED.
C-00003393 Closed 3/9/2000 COMPLAINANT STATES THEY HAD MANY POWER OUTAGES, THEY HAD TO THROW OUT ALL OF THE FOOD FROM TWO REFRIGERATORS & FREEZERS, THREE TIMES AND THIS COST THEM A LOT OF MONEY. ALSO MANY TIMES THEY HAD NO HEAT, AND HER HUSBAND WHO HAS HEART FAILURE SUFFERED, PLUS THE MISERY OF NO AIR CONDITIONING & LIGHTS. THEY WANT PECO TO GET NEW & GOOD EQUIPMENT. ALSO THEY HAVE A TRANSFORMER IN THE CORNER OF THEIR PROPERTY WHICH THE TREE MAN, THE TREE IS DEAD BUT BRANCH- ES ARE WRAPPED AROUND THE TRANSFORMER.

AFTER REPLACING THE METER THEY WERE TOLD THAT THE METER WAS TAMPERED WITH, AND THEY DON'T AGREE WITH THIS DECISION. THEY WANT THIS DECISION INVESTIGATION FROM PECO.

SHE WOULD LIKE PECO TO INVESTIGATE WHY THE FREQUENT POWER OUTAGES OCCUR, HAVE PECO FIX THE PROBLEM(S) CAUSING THE OUTAGES, AND HAVE PECO INSTITUTE A MORE RESPONSIVE SYSTEM FOR HANDLING CUSTOMER COMPLAINTS .
C-00003373 Closed 3/6/2000 COMPLAINANT STATES ON 2/15/99 HE CALLED PECO ABOUT EXTENDING GAS SERVICE TO HIS 60 YR OLD RESIDENCE, HIS HOME HAS NO EXISTING GAS METER OR SERVICE, HE WAS TOLD IT WOULD COST HIM $901 (DUE UP FRONT) TO RUN THE APPROX. 15 FOOT EXTENSION FROM THE MAIN GAS PIPE IN STREET IN FRONT OF HIS HOUSE TO HIS FRONT STOOP. HE WOULD LIKE PECO TO INSTALL GAS SERVICE TO HIS RESIDENCE "FREE OF CHARGE" AS THEY HAVE DONE FOR ALL THE OTHER HOMES ON HIS STREET, AND IN TURN HE AGREES TO USE GAS AS HIS MAIN SOURCE OF ENERGY AND PAY HIS UTILITY BILL ON TIME.
C-00003372 Closed 3/6/2000 COMPLAINANT STATES SPOKE WITH REPRESENTATIVE AT PECO WHO TOLD HIM HE WOULD BEGIN WITH THEIR NEW COMPANY, EDISON SOURCE ELECTRIC IN FEBRUARY OF 1999. WHEN THERE WAS NO CHANGE IN BILLING CO IN FEB. & MARCH OF 1999 HE CALLED EDI- SON AND ASKED WHY THEN TOLD HIM THAT PECO WAS RESPONSIBLE FOR INTENTIONALLY DELAYING THE CHANGES NECESSARY TO MAKE THE TRANSITION. HE WANTS PECO TO CREDIT HIS ACCOUNT THE RATE DIFFERENCE FROM FEBRUARY 1999 THROUGH TO THE FIN- AL TRANSFER.

C-00003364 Closed 3/1/2000 COMPLAINANT STATES COMPLAINT IS ABOUT OLD DEFECTIVE EQUIPMENT THAT IS THE RESPONSIBILITY FOR THEIR NUMEROUS POWER OUTAGES. THE OTHER HOMES IN THEIR CIRCLE HAVE ELECTRICITY WHILE THEY SUFFER IN THE DARK. PECO SUPERVISORS ARE UNRESPONSIVE TO THEIR COMPLAINTS, CALLS ARE NOT RETURNED, AND THE SITUATION HAS DETERIORATED IN THE LAST THREE YEARS. BEFORE THAT THEY DIDN'T HAVE THIS PROBLEM. THEY WANT TO FIND OUT WHAT EQUIPMENT IS FAULTY AND HAVE IT REPLACED WORKERS FROM PECO TOLD THEM THAT PECO IS AWARE THAT THEIR IS A PROBLEM HERE.

HIS SERVICE WAS FINALLY RESTORED AT 12:30 P.M. WANTS PECO ORDERED TO INCREASE THEIR TROUBLE MEN "AVAILABILITY" AND DISBURSE THEM TO THE UPPER MONTGOMERY SERVICE AREA IN A MORE TIMELY MANNER.

COMPLAINT IS NEVER RECEIVED A SHUT-OFF NOTICE AT THE CHURCH OR AT THE NORMAL BILLING SITE WHICH IS HIS HOUSE AT 3826 ROTHERFIELD LANE, CHADDS FORD, PA. HE KNOWS THERE WAS NOT A SHUT-OFF NOTICE PUT ON CHURCH DOOR SINCE THE CHURCH IS OPEN DAILY AND NO ONE IN THE CONGREGATION NOTICED A SHUT- OFF NOTICE. WANTS A REFUND OF THE $60 TURN-ON FEE AND A REFUND OF THE $376 DEPOSIT REQUIRED FOR THE RECONNECTING OF SERVICE.
