HE WANTS THE PUC TO EXTINGUISH HIS BILL WITH PECO HE FEELS THAT THIS ISN'T HIS RESPONSIBILITY WHEN EVERY MONTH A PECO REPRESEN- TATIVE CAME INTO HIS BUSINESS AND READ THE METER.

THEY WANT PECO REQUIRED TO ADJUST ALL OF THEIR BILLS DURING THE PERIOD OF THE LEASE, SO THAT THEY ARE CHARGED ONLY FOR ACTUAL USAGE.
