APPARENTLY, HE OWED PECO $166.73, IMMEDIATELY WITHIN AN HOUR OF SHUT OFF WENT TO A CHECK CASHING BUSINESS AND PAID BILL IN FULL. WAS ADVISED POWER WOULD NOT BE TURNED ON FOR 24 HRS DUE TO REGULATIONS, HIS POWER WASN'T TUREND ON UNTIL 10/22/99. ALL THIS TIME HE WAS FORCED TO STAY AT STORE BECAUSE WITHOUT POWER STORE ALARMS WERE INOPER- ABLE. WANTS LEGAL ACTION TAKEN AGAINST PECO FOR THE WAY THEY TREATED HIM.
