HE WANTS THE PUC TO MAKE A COMPARISION OF PREVIOUS BILL IN THE LAST TWELVE MON- THS SINCE THE INSTALLMENT OF THIS NEW METER. IN MAKING THIS COMPARISION IT SHOULD BE DETERMINED THAT HE HAS BEEN OVER CHARGED AND IS WARRANT A REFUND.
