INSTEAD OF CHECKING THE METER, THEY REPLACED IT WITH NEW METER AND THEY LOST OLD METER AND NEVER GOT A CHANCE TO CHECK IT PROPERLY. COMPLAINANT WANTS THE PUC TO DEDUCT $700 FROM THE TOTAL BILL.
