THEY THEN INSTALLED A NEW METER, AS THE OTHER ONE WAS DEFECTIVE, BUT STILL ESTIMATED HIS BILLS. HE WANTS THE PUC TO MAKE PGW BASE HIS BILLS ON ACTUAL METER READINGS.
