PUC Issues Aqua/Peoples Gas Audit Report & Implementation Plan

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) has released a Management and Operations audit of Aqua Pennsylvania, Inc. (Aqua PA), Peoples Natural Gas Company LLC and Peoples Gas Company LLC (respectively, Peoples Companies).

Aqua PA and the Peoples Companies indicate acceptance of 38 PUC recommendations, partial agreement with 8 recommendations and rejection of a single recommendation.

The Commission voted 4-0 to make the audit report and implementation plan public for Aqua PA and the Peoples Companies.  The Commission found that, if effectively implemented, its recommendations could yield an annual cost savings estimated at $339,000 for Aqua, and an estimated annual cost savings of $78,000 for the Peoples Companies, creating a combined potential annual cost savings for all companies of $417,000.

Among the more notable recommendations include:

  • Reduce or eliminate manual processes within the payroll function.
  • Periodically seek competitive bids for external audit services.
  • Establish a foundational understanding of internal audit needs as a result of the Peoples Companies’ acquisition, then resource and staff accordingly.
  • Improve internal controls and other practices related to affiliate transactions and cost allocation to ensure the company is following best practices and Commission guidelines.
