PUC Approves Rate Settlement with Leatherstocking Gas Company LLC for Natural Gas Services in Susquehanna and Bradford Counties

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today approved a Joint Petition for Full Settlement resulting in a two-year, phased-in increase in total annual gas revenues for Leatherstocking Gas Company LLC (Leatherstocking) – which provides natural gas service to approximately 450 residential and commercial gas customers in Susquehanna and Bradford counties. 

The Commission voted 5-0 to adopt the Recommended Decision of PUC Administrative Law Judge (ALJ) Jeffrey A. Watson without modification.  The approved settlement results in an overall increase in annual gas distribution operating revenues of $645,000 (29.76%) – including a first-year increase of approximately $520,000, effective April 1, 2023, and a second-year increase of approximately $125,000, effective April 1, 2024.  Leatherstocking’s rate increase request, filed with the Commission on July 1, 2022, proposed an annual increase in total gas revenues of $701,200 (32.35%) and was the first general rate increase sought by the Company since it began operations in 2013.

Under the joint settlement, in Year 1 the monthly bill of a residential customer using 79 CCF per month will increase from $95.21 to $141.80 per month (48.9%), and in Year 2 will result in an increase from $141.80 to $153.01 per month (7.9%).  Under Leatherstocking’s initial request, the monthly bill of a residential customer using 79 CCF per month would have increased from $95.21 to $151.58 per month (59.2%).

The Joint Petition for Full Settlement was joined and submitted on behalf of the Pennsylvania Office of Consumer Advocate, the Office of Small Business Advocate, the PUC’s independent Bureau of Investigation and Enforcement and Leatherstocking.
