Public Input Hearings Scheduled for Proposed Rate Changes by Pike County Light & Power Company

In-Person and Telephonic Hearings Scheduled for mid-March on Proposed Price Changes for Natural Gas and Electric Distribution Services
HARRISBURG – The Pennsylvania Public Utility Commission (PUC) has scheduled four public input hearings in mid-March to gather public input on proposed price changes by Pike County Light & Power (PCL&P) for both natural gas and electric distribution service in portions of Pike County.
PCL&P provides electric distribution service to approximately 5,350 residential, commercial and industrial customers in Pike County.
PUC In-Person Public Input Hearings
The PUC will hold in-person public input hearings for these two proceedings at the following location and times:
Tuesday, March 18, 2025
Milford Township Building
560 Route 6 & 209
Milford, PA 18337
- The first hearing begins at 1 p.m.
- The second hearing begins at 6 p.m.
PUC Telephonic Public Input Hearings
Telephonic public input hearings are scheduled for the following:
Wednesday, March 19, 2025
- Telephonic hearing #1 will begin at 1 p.m.
- Telephonic hearing #2 will begin at 6 p.m.
NOTE: Pre-registration for the telephonic hearings is encouraged.
PUC Administrative Law Judges Marta Guhl and Alphonso Arnold III will preside over the hearings.
Signing Up for the Telephonic Public Input Hearings
If you wish to testify at either of the telephonic public input hearings, you are encouraged to pre-register with the administrative law judge by 4 p.m. on Tuesday, March 18.
To pre-register, email the judges’ legal assistant, Christina M. Biggica, at cbiggica@pa.gov, or call the legal assistant’s office at 717-783-5453, and provide the following:
- Your first and last name.
- The telephone number you will be using to call into the public input hearing.
- A phone number where you can be reached if there is a need to contact you.
- Your email address, if you have one.
If you need assistance pre-registering to testify, you may have someone register for you, but they will need to provide all the information listed above. Additionally, if more than one person in the same household would like to testify, one person may pre-register for other individuals in the same household, but they will need to provide the requested information for each individual planning to testify.
Requests for Interpreters
If you require an interpreter, please pre-register as soon as possible. If you register too close to the hearing date, there may not be enough time to arrange for an interpreter. If you request an interpreter, the PUC will make reasonable efforts to have one present. The telecommunications relay service number for people who are deaf or hard of hearing is 711.
Hearing Exhibits
If you have any hearing exhibits to which you will refer during the hearing, please email them to the Presiding Officers, at mguhl@pa.gov and alphonarno@pa.gov. The PUC Judges will forward your exhibits to all the parties. Exhibits for the public input hearing must be received by the PUC Judges by noon on Monday, March 17.
Offering Testimony at a Public Input Hearing
The PUC offers tips on how to participate in a public input hearing, including:
- Prepare what you are going to say beforehand. Even though it is not required, you may want to write out your statement, which can be read.
- Any formal testimony that is offered during the hearing will become part of the record on which the PUC will issue its final decision.
- Understand that parties in the case may want to ask you a question to clarify something you said.
PCL&P Rate Change Requests
Natural Gas
On Jan. 23, 2025, the Commission voted 5-0 to investigate PCL&P’s proposal to increase its annual operating revenues for natural gas distribution service by approximately $905,900 (35.8%). Under the proposal, the average bill for a residential customer using 80 Ccf per month would increase from $135.78 to $196.08 per month (44.4%).
PCL&P provides natural gas distribution services to approximately 1,400 residential, commercial and industrial customers in Westfall Township and Matamoras Borough, Pike County.
Electric
On Feb. 7, 2025, the Commission voted 5-0 to investigate PCL&P’s proposal to increase its annual operating revenues for electric distribution service by $1,874,600 (11.6%). Under the proposal, the average bill for a residential customer using 674 kWh per month would increase from $134.29 to $149.81 per month (11.6%).
Final PUC decisions in both rate case proceedings are due by October 15, 2025.
