PUC Announces Public Input Hearings for Proposed Rate Changes by UGI Gas

In-Person and Telephonic Hearings in Early April to Gather Public Testimony

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today announced five in-person and telephonic hearings in early April to gather public input on the proposed rate changes by UGI Utilities Inc. – Gas Division (UGI Gas).

In-Person Public Input Hearings

Three in-person public input hearings for this proceeding will be held at the following locations:

Telephonic Public Input Hearings

Two telephonic public input hearings will be held at 1 p.m. and 6 p.m.

PUC Deputy Chief Administrative Law Judge Mark A. Hoyer and Administrative Law Judge Charece Z. Collins will preside over the hearings.


Participating in a Telephonic Public Input Hearing

To testify at a telephonic public input hearing, you are encouraged to pre-register by 4 p.m. on Wednesday, April 9, 2025.  If you do not pre-register, you may not be able to testify.

To pre-register, please contact Judge Hoyer’s office by phone at 412-565-3555 or email Judge Hoyer’s legal assistant, Mary Swarner, at mswarner@pa.gov and provide:

  • Your first and last name.
  • The date and time of the public input hearing at which you wish to testify.
  • The phone number you will be using to call into the public input hearing.
  • A phone number where you can be reached prior to the hearing if we need to contact you.
  • If you require an interpreter to participate, the language of the interpreter.

Additionally, customers who do not wish to testify but want to listen to the public input hearing may call in using the same hearing information, as listed below:

  • You must dial the toll-free number: 866-566-0651.
  • You must enter a PIN number when instructed to do so: 5995647.
  • You must speak your name when prompted and press #.
  • The telephone system will connect you to the hearing.

Note: Individuals representing themselves are not required to be represented by an attorney.  All others, including corporations, partnerships, associations, trusts, governmental agencies or subdivision, must be represented by an attorney.  An attorney representing you should file a Notice of Appearance before the scheduled hearing date.

Hearing Exhibits

If you have any hearing exhibits to which you will refer during the hearing, please email them to Judge Hoyer’s legal assistant, Mary Swarner, at mswarner@pa.gov.  The legal assistant will forward the exhibits to the Judge and all parties.  Exhibits must be received by Wednesday, April 9, 2025.


Requests for Interpreters

Individuals requiring an interpreter to participate in the hearing should pre-register as soon as possible.  Every reasonable effort will be made to have an interpreter present.  If you register too close to the hearing date, there may not be enough time to arrange for an interpreter.

Offering Testimony at a Public Input Hearing

The PUC offers tips on how to participate in a public input hearing, including:

  • Prepare what you are going to say beforehand. Even though it is not required, you may want to write out your statement, which can be read.
  • Any formal testimony that is offered during the hearing will become part of the record on which the PUC will issue its final decision.
  • Understand that parties in the case may want to ask you a question to clarify something you said.

UGI Proposed Gas Rate Increase

On Feb. 20, 2025, the Commission voted 5-0 to investigate UGI’s proposal to increase its annual operating revenues for natural gas distribution service by $110.4 million (9.7%).  Under the proposal, the average bill for a residential customer using 73.7 hundred cubic feet (Ccf) of natural gas per month would increase from $104.47 to $115.74/month (10.8%).  

A final PUC decision is due by October 28, 2025.  UGI Gas provides natural gas distribution service to approximately 690,000 residential, commercial and industrial customers in 46 counties across Pennsylvania.
