PUC Schedules Public Input Hearings in Southwest PA on Proposed MidAtlantic Resiliency Link Transmission Line Project

Mid-November in-person hearings scheduled in Greene and Fayette counties to gather public comments on NextEra’s application for approval to operate as a public utility in Pennsylvania
HARRISBURG – The Pennsylvania Public Utility Commission (PUC) is holding four in-person public input hearings in mid-November to gather public comments regarding the application of NextEra Energy Transmission MidAtlantic Inc. (NextEra) for authority to operate as a public utility in order to provide electric transmission service in Greene and Fayette counties for the Pennsylvania portions of the proposed MidAtlantic Resiliency Link Project (MARL Project).
NextEra’s application for siting approval for the MARL project is the subject of a separate application proceeding that is stayed until this first application is decided. The MARL Project, which in Pennsylvania is proposed to be sited and located in Greene and Fayette counties, has resulted in the filing of numerous comments, protests and petitions to intervene in the case from landowners and other concerned entities.
As proposed, the MARL Project would involve the construction of a new approximately 107.5-mile, 500-kilovolt (kV) transmission line across Maryland, Pennsylvania, West Virginia and Virginia – as well as a new Woodside 500/138 kV substation in Virginia.
In-Person Public Input Hearings
In-person public input hearings will be held at the following locations and times:
- Tuesday, Nov. 17, 2026 – Greene County
Hearing #1 will begin at 1 p.m.
Hearing #2 will begin at 6 p.m.

PUC Administrative Law Judges John M. Coogan and Erin L. Gannon will preside over the hearings.
NOTE: Registration to testify at a public input hearing is encouraged but not required.
If you wish to pre-register, contact the Office of Administrative Law Judge by 4 p.m. on Friday, Nov. 13, 2026. Those who pre-register and provide the information listed below will be called to testify at the hearing in the order in which they pre-register. Individuals wanting to attend but not testify at a public input hearing do not have to pre-register.
To pre-register, please call the Administrative Law Judges’ Legal Assistant, Sumathi JayakumartRaj, either by phone (717) 787-4972 or email at sumjayakum@pa.gov. When pre-registering, you will need to provide the following information:
- Your first and last name.
- The date and time of the hearing at which you wish to testify.
- A telephone number where you can be reached prior to the hearing if we need to contact you.
- Your email address, if you have one.
- If you require an interpreter to participate in the hearing, the language of the interpreter.
Assistance with Pre-Registration
If you need assistance pre-registering to testify, you may have someone register for you, but they will need to provide all the information listed above. Additionally, if more than one person in your household would like to testify, one person may pre-register for other individuals in the same household, but we will need the information for each individual.
Requests for Interpreters
If you require an interpreter, please pre-register as soon as possible. If you register too close to the hearing date, there may not be enough time to arrange for an interpreter. If you request an interpreter, every reasonable effort will be made to have one present.
Hearing Exhibits
If you intend to present any documents or exhibits at a public input hearing, you must email them to the Legal Assistant at sumjayakum@pa.gov. The Administrative Law Judges will forward your exhibits to all the parties. Exhibits must be received by the Legal Assistant by Thursday, Nov. 12, 2026.
