President and Chief Executive Officer, PECO, an Exelon Company
Dave Velazquez is the leader of Pennsylvania's largest electric and natural gas delivery company, responsible for PECO's overall performance associated with operations, safety, service reliability, customer satisfaction, and financial management. Velazquez oversees the company's 2,900 employees who are dedicated to the safe and reliable delivery of electricity and natural gas as well as enhanced energy management conservation, environmental stewardship and community assistance. Headquartered in Philadelphia, PECO delivers energy to nearly 1.7 million electric customers and more than 548,000 natural gas customers in southeastern Pennsylvania.
Professional History
Velazquez previously served as executive vice president of Utility Operations & Technology for Exelon, where he was responsible for cross-utility operations for Exelon’s six local electric and natural gas companies. Prior to his role at Exelon, Velazquez was president and chief executive officer of Pepco Holdings, Inc. (PHI), which includes Atlantic City Electric, serving New Jersey, Delmarva Power, serving Delaware and Maryland, and Pepco, serving the District of Columbia and Maryland. In this role, he was responsible for the leadership and overall operations, regulatory and financial performance of the business.
Throughout his 40 years of utility and energy industry experience, Velazquez also held roles such as executive vice president of the power delivery business for PHI, vice president of strategic planning and chief risk officer of PHI, and president and CEO of Conectiv Energy.
Civic & Board Involvement
Velazquez has served on the boards of several educational and community organizations, such as the Maryland Business Roundtable for Education, Trust for the National Mall, Smithsonian’s National Zoo and Conservation Biology Institute Advisory Board, Greater Washington Board of Trade, Federal City Council, D.C. Policy Center of the Federal City Council, Emeritus Advisory Board of the American Association of Blacks in Energy, and United Way of the National Capital Area. He has also served as a board member of Southeastern Electric Exchange, Association of Edison Illuminating Companies, and is a member of the Edison Foundation Institute for Electric Innovation Management Committee, Business Executives for National Security, and The Economic Club of Washington, DC.

Velazquez holds a bachelor’s degree in engineering from Widener University.
Manager, Community Engagement, PECO, an Exelon Company
Patricia King has been employed by PECO Energy for the past 25 years. Since being employed by PECO, Patricia has held numerous positions in various departments, including Information Technology; Asset Management; Human Resources; Revenue Management; Customer Financial Operations and Corporate Relations.
Patricia has been working with PECO’s LMI (Low-to-Moderate Income) communities for the past 15 years. Patricia is currently the manager of Community Engagement for PECO. In that capacity, Patricia is responsible for all of PECO’s community outreach efforts for the LMI community. In Patricia’s previous position as manager of PECO’s Universal Services’ department, she was responsible for management and oversight of all of PECO’s low-income programs. These programs have a combined value of over $100 million dollars annually. Patricia has managed annual budgets of over $15 million dollars as well as multiple call centers. Patricia has been the recipient of several awards throughout her tenure at PECO including the “Excellence in Customer Satisfaction” award.
Patricia holds a Bachelor of Science degree in Communications with a minor in Chemistry from the University of Pittsburgh. In her spare time, she enjoys spending time with her husband of 26 years and college age son.
Sr. Communications Specialist, Pennsylvania Public Utility Commission
Shari A. Williams is a highly respected senior communications specialist and key strategist in the field of public outreach and education. With over 26 years of experience at the Pennsylvania Public Utility Commission (PUC), she has been instrumental in shaping the agency’s communication strategies to ensure consumers across Pennsylvania—especially low- to moderate-income households and small businesses—have access to critical utility assistance and education.
As a leader in public relations, consumer education, and outreach initiatives, Shari has developed and executed strategic programs that directly impact the lives of millions. She provides key advisory support to the Education and Outreach Team, ensuring innovative engagement strategies reach even the most underserved communities. Additionally, she collaborates with the Bureau of Consumer Services to oversee and enhance consumer education plans submitted by utility companies statewide.
A driving force behind the PUC’s most impactful educational events, Shari and her colleagues have successfully hosted more than eight major conferences annually for the past 20 years, a testament to her dedication and influence. Signature programs such as Be Utility Wise and Be Wise human services professional development conferences have empowered thousands of professionals, advocates, and consumers with the knowledge and resources needed to navigate the utility landscape. The reach and impact of these initiatives have been substantial, reinforcing Shari’s role as a trailblazer in consumer advocacy and public service.
Beyond her work at the PUC, Shari has held several prominent leadership positions in the energy sector. She previously served as President of the Women’s Energy Network, Vice President of the American Association of Blacks in Energy (Philadelphia Chapter) and was a key member of an Energy Transition Team. Her leadership in these roles has helped drive equity, innovation, and sustainability within the energy industry.
A champion for STEM education, Shari earned her Bachelor of Arts in Organizational Management from Eastern University in 2004 and was recognized in 2019 as one of Philadelphia’s top STEM advocates for her transformative work with the Ipraxis program. Her commitment to bridging the gap between consumers and utility providers continues to shape policies and programs that positively impact communities across Pennsylvania.
Welcome Remarks

Chairman, Pennsylvania Public Utility Commission
Chairman Stephen M. DeFrank was nominated by Governor Wolf on September 20, 2022, and confirmed by the Senate on October 19, 2022. He was appointed as Chairman on August 30, 2023, by Governor Josh Shapiro. His term expires on April 1, 2025.
Prior to joining the PAPUC, the Chairman was a principal in the government relations practice at Buchannan Ingersoll & Rooney. He also spent 24 years in state government, primarily in the state Senate, serving in several roles with Senate leadership, including Chief of Staff for two members, Special Assistant for Policy to the Democratic Leader, and Democratic Executive Director of the Senate Consumer Protection and Professional Licensure Committee. As Committee Director, the Chairman developed policy initiatives impacting the utility sector, including the creation of the Distribution System Improvement Charge (DSIC), authorization of Transportation Network Companies, and modernizing the Public Utility Code relative to energy, water, wastewater and telecommunications.
The Chairman’s priorities at the Commission cover the wide spectrum of utility jurisdictional areas – electric, natural gas, telecommunications and transportation. He is focusing efforts on advancing utilities’ roles in transportation electrification; expanding availability and access to both renewable and certified sources of natural gas for utilities; increasing availability of broadband telecommunications services; updating commission transportation licensing procedures; and better accessibility, expansion and retention of consumer affordability assistance programs.
Chairman DeFrank resides in Harrisburg with his wife and two daughters.

City Council President, City of Philadelphia
Council President Kenyatta Johnson represents the 2nd Council District, with over 150,000 residents in parts of Center City, South Philadelphia, and Southwest Philadelphia.
As a dedicated public servant, Council President Johnson remains committed to improving the quality of life for his constituents through effective policymaking, community engagement, and advocacy.
Born and raised in South Philadelphia, Council President Johnson’s journey into public service began in 1998 with the start of his Peace Not Guns initiative which was founded after the tragic murder of his cousin. He was compelled to act and began his work with grassroots organizations to raise awareness about anti-gun violence through events and programs in the city.
In 2008, Council President Johnson was elected to the Pennsylvania House of Representatives, representing the 186th Legislative District. During his tenure, his legislative accomplishments included advocating for increased funding for public schools, supporting initiatives to reduce gun violence, and working on policies to stimulate job creation and economic growth in his district.
Four years later, Council President Johnson transitioned from state to local government, after being elected to Philadelphia City Council in 2011. He broke glass ceilings as the first African American to represent the 2nd Council District succeeding the first woman council president, the late Anna C. Verna.
As councilmember, he has championed legislation to create more affordable housing units; supported small and diverse businesses; engaged the next generation leaders by advocating for youth; and pushed for sustainable development practices. His efforts have significantly contributed to the revitalization of neighborhoods across his district.
Council President Johnson’s leadership was recognized by his peers when he was elected as council president in 2024. In this role, he continues to prioritize the needs of his constituents, working tirelessly to address issues such as poverty, food insecurity, mental health issues, and education disparities for the city.
Council President Johnson holds a Bachelor of Arts Degree from Mansfield University and a Master’s degree in Government Administration from the Fels Institute of Government at the University of Pennsylvania. He also has completed the Governing for Non-Profit Excellence Certificate Program at the Harvard School of Business.
Beyond his professional achievements, Council President Johnson is also a devoted family man. He is married to Dawn Chavous, and father to sons Isaiah Mandela and Elijah Kwame.

Sr. Community Relations Specialist, PECO
Issa has over 18 years of professional experience in customer services, working for two hallmark utilities, Verizon, and PECO Energy. Half of those years have been spent working with Low-to-Moderate-Income (LMI) customers. Issa joined the Corporate & Community Impact department (CCI) at PECO as a Senior Community Relations Specialist in early 2022. In this role, Issa is responsible for community outreach efforts to LMI customers and communities. In particular, Issa is responsible for awareness, access, and increased enrollment in PECO’s comprehensive, LMI program portfolio. Prior to her current role, Issa served as the Sr. Business Program Manager for PECO’s Low Income Usage Reduction Program (LIURP). In that capacity, Issa was responsible for managing a budget in excess of $10M that assisted over 10,000 customers annually
Energy Policy Analyst, Pennsylvania Public Utility Commission
Regina Carter began her career with the Commonwealth of PA in 1999. During that time, she spent 19 years working for the PA State Police before starting with the PA Public Utility Commission in 2018 as a policy analyst. Regina is on the Board of Directors at SARCC Lebanon and Schuylkill Counties and volunteers her time on the Earlene Felton Foundation, Mentor a Mother organization, and SARCC Anti-Human Trafficking Taskforce.
Manager, Community Affairs & Constituent Services, PGW
Nyisha Chapman serves as the Manager of Community Affairs & Constituent Services in the External & Government Affairs Department for the Philadelphia Gas Works (PGW). PGW is the largest municipally owned gas utility in the nation.
Ms. Chapman is responsible for managing and establishing key stakeholder interface with the community, legislators and various Philadelphia neighborhood constituencies. She develops initiatives that promote good will and fosters relationships with community leaders in addition to providing strategic and tactical counsel to PGW executive team and staff. She develops and executes PGW’s long term community outreach and consumer education plans. Ms. Chapman has served as a panelist at many community forums; educating the City of Philadelphia about conservation, weatherization and gas utility products and services.
Ms. Chapman has held various positions at PGW in Customer Operations, Training, and Procedures Development departments. She is experienced in emergency and crisis response, customer service, and credit and collection initiatives.
She has been recognized by several local and state legislators for her work in the community. She was a recipient of the Community Service award and Women’s History Image Award – for providing education to the community, presented by Senator Vincent Hughes, the recipient of the Next Generation of Leadership: Rising Stars award and Legislative District Image Award for her commitment to Public Service.
Ms. Chapman received her Master’s Degree in Business Administration from Strayer University. She also has received her certification in Training and Development and Project Management from the American Management Association.
As an active member in the community, Ms. Chapman has been involved in numerous projects with Delta Sigma Theta Sorority Incorporated, National Coalition of 100 Black Women-Pennsylvania Chapter, Concerned Parents Network, City of Philadelphia and the Juvenile Diabetes Research Foundation.
Assistant Deputy Commissioner, Philadelphia Water Department
Laura Copeland is the Assistant Deputy Commissioner for Education, Community Engagement and Government Affairs for the Philadelphia Water Department. She oversees the department’s outreach and educational programs to ensure they align with the Department’s mission and regulatory requirements and serves as the government liaison for local, state and federal elected officials.
Ms. Copeland joined the Water Department in October 2000 as a Public Relations Trainee and advanced to a Public Information Officer in December 2007 where she managed the Department’s Public Relations unit and served as the chief spokesperson for interviews with broadcast, radio and print media until January 2021, when she was promoted to her current position.
Ms. Copeland was selected to participate in LEADERSHIP Philadelphia, a prestigious organization designed to mobilize public and private sector professionals to work on behalf of the community and receive training to be Board leaders. She currently serves on the board for the Utility Emergency Services Fund.
She served as a Communications Specialist in the United States Army for four years and graduated Magna Cum Laude with a B.A. degree in Marketing from Temple University.

Carmen brings over 32 years of experience in the energy industry, with a strong background in social work that enhances her commitment to customer advocacy. She has been instrumental in developing and implementing programs that assist customers with bill payments and promote energy efficiency. The active Chairwoman of the Pittsburgh Metropolitan Area Hispanic Chamber of Commerce, Carmen is dedicated to fostering community engagement and supporting initiatives that benefit diverse populations.

Deputy Commissioner, Communications & Engagement, Philadelphia Water Department
Glen Abrams directs PWD’s Public Affairs Division, which creates and implements comprehensive communications strategies to inform and educate Philadelphians about PWD, expand access to PWD services, and provide residents with critical information in times of breaking news and emergency repairs. The Division also has a special focus on education, public engagement, and community relations to mediate the needs, expectations, and concerns of PWD’s customers and stakeholders. Prior to assuming the Deputy Commissioner role, Mr. Abrams served as Senior Director of Sustainable Communities at the Pennsylvania Horticultural Society, directing regional urban forestry and residential stormwater management programming, as well as community education about sustainable practices. Mr. Abrams also worked at PWD’s Office of Watersheds for nearly 12 years and was instrumental in the early demonstration projects and partnerships that helped establish Philadelphia’s innovative and highly regarded "Green City, Clean Waters" program. Mr. Abrams earned a Bachelor of Arts (Psychology) and Master of City and Regional Planning from the Ohio State University.
Vice Chair, Pennsylvania Public Utility Commission
Kimberly M. Barrow was nominated to serve as Public Utility Commissioner by Gov. Josh Shapiro on April 14, 2023, and subsequently confirmed by the Pennsylvania Senate on August 30, 2023. Her term will expire on April 1, 2028. She was elected Vice Chair by her fellow commissioners on August 31, 2023, and again on December 4, 2024. Vice Chair Barrow has been involved in the utility regulation industry for more than two decades.
Vice Chair Barrow has been appointed to serve on the National Association of Regulatory Utility Commissioners (NARUC) Board of Directors and a new national utility issues collaborative established by the Federal Energy Regulatory Commission (FERC) and NARUC. Additionally, she is a member of the NARUC Committee on Electricity, along with the Pennsylvania Diversity, Equity, and Inclusion Council, as well as the Pennsylvania Energy Development Authority. She also has served as a member of the NARUC Joint Federal-State Task Force on Electric Transmission.
Prior to her appointment as Commissioner, Barrow has served as Chief of Staff for Chairman Gladys Brown Dutrieuille since 2013. As part of her service in the Chairman’s Office, she provided advice regarding the legal and policy implications of electric, gas, water and transportation matters pending before the Commission; evaluated the impact of state and federal legislation on ratepayers, utility operations, and Commission functions; and communicated with consumers, utility executives and government officials regarding the Commission’s role and initiatives.
From 2008 to 2013, Barrow served as Chief of Staff in the Office of Commissioner Wayne E. Gardner, where she provided legal advice regarding utility regulation, reviewed draft public utility legislation, and authored statements of policy for the Commissioner.
Starting as a staff attorney at the Commission in 2001, she spent several years practicing administrative regulatory law. In this role, Barrow prepared reports, final orders and statutory interpretations; drafted recommendations to the Commission consistent with statutory law and applicable precedents; and investigated appeals of Administrative Law Judge decisions to advise the Commission regarding resolution. She served as legal counsel to the Pennsylvania Telecommunications Relay Service Board, made up of people who are deaf, hard of hearing, and/or have speech and language disorders.
Prior to her career at the Commission, Barrow spent time working as a Law Clerk for the Workers’ Compensation Appeal Board in Harrisburg.
Vice Chair Barrow is an alumna of the University of Georgia with a bachelor’s degree in Political Science and Spanish. She received her law degree from the University of Georgia School of Law.
SVP, Chief Administrative Officer, Aqua
Whitney Kellett is Senior Vice President, Chief Administrative Officer for Essential Utilities, Inc. (NYSE: WTRG), one of the largest publicly traded water, wastewater and natural gas providers in the U.S., serving approximately 5.5 million people across 10 states. In this role, she is responsible for Customer Operations, Customer Programs, Supply Chain, Purchasing, Fleet, Facilities and Physical Security services at Essential Utilities.
Kellett is a veteran business executive who specializes in strategic planning, leadership, execution and fiscal management. She has held senior technology positions in a variety of industries including financial services, global transportation, manufacturing, clinical research, commercial real estate, insurance, private equity, energy and utilities.
Previous to this role, from 2016-2023, Kellett was the Chief Information Officer at Essential Utilities, responsible for all technology strategy, staff, systems and services. Prior to joining Essential in 2016, Kellett was Chief Information Officer at Atlas Energy, LLC, a publicly-traded, E&P energy company.
Kellett earned a B.A. in Economics from the University of Virginia and an Executive Masters of Business Administration at Villanova University, graduating with a 4.0. In 2022, Kellett won the Philadelphia ORBIE CIO of the Year award for the large enterprise category, and in 2023, Kellett was awarded the Bartley Medallion, the highest scholastic honor bestowed by Villanova University.
Kellett is a member of the Byrn Mawr Hospital Foundation board as well as the Delaware County Chamber of Commerce board. She lives in Radnor, PA with her husband & 4 children and enjoys golfing, reading, puzzling and Philadelphia sports.
Chief of Staff & SVP Corporate Affairs, PGW
Melanie McCottry is the Chief of Staff and Senior Vice President, External Affairs and Communications for the Philadelphia Gas Works (PGW), the nation’s largest municipally owned natural gas utility, serving over a half a million residential, commercial, and industrial customers in the City of Philadelphia.
Ms. McCottry began her energy career with Philadelphia Gas Works in 2009. Her fourteen years of service have seen her steadily advance through the ranks of PGW, and in January of 2023 she was promoted to her present position. In her new role, she contributes to all issues related to the company’s daily operations along with leading on community and legislative priorities that communicate PGW’s core objectives of safety, reliability, affordability, and environmental responsibility to its more than 500,000 customers.
Ms. McCottry is a graduate of Temple University with both a degree in Political Science and a Master of Education in Sports Administration. She also holds an Executive Master of Business and Administration (MBA) from Saint Joseph’s University, Philadelphia.
She currently serves on the Board of Trustees for YouthBuild Philadelphia Charter School which empowers young adults (17–20-year-olds) to develop skills and connect to opportunities by fostering an environment of love, support, and respect for their whole person. Students graduate high school and successfully transition to college and career as critically conscious leaders, committed to positive change for themselves and their communities.
Ms. McCottry resides in the East Kensington neighborhood of Philadelphia. She is a member of the Leadership Council of the American Gas Association, a 2016 Leadership Philadelphia Fellow and a 2011 graduate of the Urban League of Philadelphia Leadership Forum. Before relocating to Philadelphia, Melanie was raised in Cleveland, Ohio and remains a committed Cleveland sports fan with Midwestern sensibilities.
SVP, Governmental, Regulatory & External Affairs, PECO
Profile
Douglas Oliver is senior vice president of Governmental, Regulatory & External Affairs. In this role, Oliver is responsible for state and local government affairs, including the company’s legislative agenda, regulatory policy and strategy, energy efficiency programs, as well as the Company’s economic development initiatives. Oliver previously served as PECO’s vice president of Corporate Communications, where he provided strategic oversight of the company’s brand and reputation, leading the company’s internal and external communications efforts. This included traditional media relations, social media, advertising campaigns and internal communications.
Professional History
Before joining PECO in 2016, Oliver was a candidate for mayor of Philadelphia, and worked as vice president of External Affairs at Philadelphia Gas Works, the nation's largest municipally-owned natural gas utility. In previous experience, he also served as Press Secretary for the City of Philadelphia under Mayor Michael A. Nutter, where he was the spokesman and primary point of contact for local, regional, and national media. Oliver also served as Director of Communications for the Pennsylvania Department of Human Services.
Education
Oliver is a graduate of Milton Hershey School, a boarding school that transforms lives of economically disadvantaged children. He earned a Bachelor’s Degree in Mass Communications from Lock Haven University, a Master’s Degree in Communications from LaSalle University, and an MBA from Saint Joseph's University.
Civic Engagement
Oliver currently is Chair of the Board for the Urban League of Philadelphia. He also serves on the boards of Philadelphia Industrial Development Corporation (PIDC) and United Way of Greater Philadelphia and Southern New Jersey. Oliver is a member of Kappa Alpha Psi Fraternity Incorporated and is Milton Hershey School 2024 Alumnus of the Year.

Program Coordinator, ECA
Tracey Crawford-Mathis is a dedicated advocate for community empowerment and sustainability, serving as the Community Programs Coordinator at the Energy Coordinating Agency (ECA) in Philadelphia. In this role, she contributes to ECA’s mission of promoting energy conservation and fostering a sustainable and socially equitable energy future.
Tracey is also the Executive Director and Founder of The Crawford Life Connections Inc., a nonprofit organization committed to providing professional and person-centered services. Tom Hill is responsible for the oversight and delivery of PECO’s residential Income eligible and Multi Family programs.
Tom is a BPI certified analyst and has over 13 years of energy efficiency experience which includes the oversight of over 12,000 energy assessments and inspections annually.
Prior to a career in energy efficiency, Tom spent over 15 years as a residential contractor in the Philadelphia and surrounding areas.
Tom enjoys spending time with his family, playing music, building furniture, and cheering on all Philadelphia sports teams.

Zach Popkin is the Manager of Energy Efficiency Programs at PGW, where he oversees PGW’s market-rate energy efficiency portfolio, EnergySense, and its low income weatherization program, Home Comfort. Prior to managing PGW’s energy efficiency programs, Zach has experience in residential construction management and as a BPI-certified Energy Auditor. He currently lives in the Roxborough neighborhood of Philadelphia with his wife, son, and their two dogs.

Commissioner, Pennsylvania Public Utility Commission
Kathryn L. Zerfuss was nominated by Governor Tom Wolf on Sept. 20, 2022, and confirmed by the Pennsylvania Senate on October 19, 2022. Her term will expire on April 1, 2026.
With over two decades of experience in government affairs and public service, Commissioner Zerfuss has been a strong leader on regulatory and policy issues, focusing on education, workforce development, tax fairness, and energy and environmental concerns. As Commissioner, she upholds the mission of the PUC and has made workforce development a hallmark of her tenure on the Commission.
Commissioner Zerfuss’s career has spanned many roles throughout Pennsylvania state government, including service as a Deputy Secretary for Legislative Affairs to Governor Tom Wolf, where she advanced the state's It's On Us initiative to combat sexual violence at postsecondary schools, secured Pennsylvania's first tax credit to help working families with childcare, and created the state's free school breakfast program that serves students in all public and private schools. Prior to that, she held positions in the PA House of Representatives, the PA Gaming Control Board, and the PA Departments of Revenue, Agriculture, and Transportation.
She is a member of the National Association of Regulatory Utility Commissioners (NARUC), a non-profit organization dedicated to representing state public service commissions that regulate public utilities. Commissioner Zerfuss has been an active participant in NARUC initiatives, serving on the Committees on Energy Resources and the Environment, Gas, and the Subcommittee on Pipeline Safety. She serves as co-vice chair of the NARUC–U.S. Department of Energy Task Force on Evolving Gas Infrastructure Planning. In this leadership role, Commissioner Zerfuss helps facilitate the discussion, review, and development of gas infrastructure planning as emerging technologies and decarbonization goals continue to evolve.
Commissioner Zerfuss is also a member of the Advisory Board of the National Energy and Utility Affordability Coalition (NEUAC), where she participates in committee discussions on critical energy and utility affordability issues.
Commissioner Zerfuss serves on the U.S. Environmental Protection Agency (EPA) Farm, Ranch, and Rural Communities Federal Advisory Committee (FRRCC) where she advises the EPA on crucial environmental issues that impact agriculture and rural communities. Additionally, she is the PUC designee to the Pennsylvania Environmental Quality Board and the Agrivoltaic Farming Advisory Board.
Commissioner Zerfuss is only the ninth woman to serve on the PUC in its 87-year history. She currently serves with Vice Chair Kimberly Barrow making it only the fourth time two women commissioners have served concurrently.
Commissioner Zerfuss grew up in Tamaqua, Schuylkill County. She is an alumna of Elizabethtown College in Lancaster County with a bachelor’s degree in Political Science. She lives in Mechanicsburg and is married with three children.

Eboni Rhodes is a Community Engagement Specialist with a passion for connecting people and building meaningful relationships. As a multifaceted professional with over 8 years of experience in community events and customer service Eboni possesses an unwavering commitment to customer service, with the ability to build productive relationships, resolve complex issues, and win customer loyalty. Eboni attended the University of Hartford where she received her B. A in Advertising and Public Relations and further pursued her educational career by receiving her Master's from Temple University in Marketing.
A Philadelphia native, Eboni is currently a Community Outreach Specialist at PECO, with the Community Engagement department. With a passion for connecting people and organizations, Eboni works tirelessly to create meaningful opportunities for engagement and involvement. Through strategic planning, outreach, and communication, Eboni strives to empower individuals to participate in and contribute to the betterment of our community. Outside of work, Eboni uses her expertise to continue to engage with the community through service with the youth, women, and underrepresented groups. Her daily inspiration comes from her loving family.

Founder and CEO Lisa Robinson is a Veteran of the United States Army and Philadelphia native with more than 12 years' experience in the finance industry who has been able to apply her professionalism and skills to the home care industry. Her role affords her the opportunity to work closely with the elderly and adults with physical and intellectual developmental disabilities, particularly those in low-income communities; a demographic she feels is grossly underserved and to which she is totally committed.
A stroke survivor, Robinson understands the positive impact professional, compassionate homecare can have on a person’s life and is committed to ensuring her Participants receive the care they need and deserve. Lisa is also Founder and President of the Coalition of Minority Providers and a member of the Pennsylvania Provider Coalition Association and the Rehabilitation and Community Providers Services Organization where she serves as the Co-Chair of the Physical Disabilities and Aging Committee.
Lisa is also the Co-Host of The Empowerment Zone Radio Show on WWDB wherein she provides valuable information to the community regarding: health, politics, real estate and more. She has been awarded The House of Representatives Outstanding Service Citation from State Representative Stephen Kinsey, the Community Impact Award from WURD, received a Certificate of Congressional Recognition by Congressman Brendan Boyle, was named a 2022 Veteran of Influence by the Philadelphia Business Journal, was recognized by KYW as a Game Changer and the Philadelphia Business Journal at the Diversity in Business Awards in 2022.
Lisa graduated from Murray State University with a B.A. in Criminal Justice, a M.S. in Organizational Communication and was the recipient of the National Collegiate Minority Leadership and All-American Scholar Awards.

Farida E. Boyer is the Executive Director and Cofounder of the Black Brain Campaign Association. As a Licensed Marriage & Family Therapist, and an Approved Supervisor. Founding Executive Director, Jefferson Center for Connected Care
Dr. Rising is a clinician scientist who serves as Founding Executive Director of the Jefferson Center for Connected Care and Professor in the Department of Emergency Medicine at Sidney Kimmel Medical College, with secondary appointments in the College of Population Health and the College of Nursing at Thomas Jefferson University.
Dr. Rising’s mission is to transform the patient voice into evidence-based interventions that are designed to address unmet needs that impact health outcomes of vulnerable individuals and communities. She has served as PI for multiple grants from foundations, the Patient Centered Outcomes Research Institute (PCORI), the Agency for Healthcare Research and Quality (AHRQ), and the National Institutes of Health (NIH). She is also a core faculty member for a HRSA-funded T32 program focused on developing researchers focused on telehealth, mental health, and addiction medicine.
Her current research portfolio includes developing novel approaches to reduce the impact of social determinants of health on patient outcomes, promoting digital health equity, promoting vaccine confidence among vulnerable populations, and supporting harm reduction for people who use drugs in both community and health care settings, among others.

Donna Bullock is the current President and CEO of Project HOME, a nonprofit organization dedicated to empowering adults, children and families to break the cycles of poverty and chronic homelessness in Philadelphia.
She is a former member of the Pennsylvania House of Representatives representing the 195th Legislative District, which includes parts of North Philadelphia and the Art Museum area. She held the seat from August 11, 2015 – July 15, 2024. During her tenure in the State House, Donna served as Majority Chair of the House Children and Youth Committee, Majority Chair of the Ethics Committee and Chair of the Pennsylvania Legislative Black Caucus.
A graduate of Temple University’s Beasley School of Law and Rutgers University, Ms. Bullock previously worked as special assistant and attorney for the Philadelphia City Council President’s Office, and as an attorney at Community Legal Services, Laura Solomon & Associates, and Legis Group LLC (Of Counsel). She and her husband Otis Bullock live a life of service with their two children in their Strawberry Mansion community of Philadelphia.

April Scott Street is the Senior Advisor for the Philadelphia Register of Wills responsible for outreach and engagement across the city. This information is critical to encourage estate planning, so constituents can maintain inherited wealth, prevent tangled titles, and reduce tax liabilities and penalties because of protracted probate.
She began her professional career in the medical field. She worked at Cooper Hospital as a surgical technician in the labor and delivery department. Her next professional move was to Camden County Correctional Facility as a medical assistant then she worked at American Red Cross as a phlebotomist.
While caring for her father during his illness she began a career in real estate to have a flexible schedule while managing his medical needs. She is a licensed Real Estate Agent, a member of National Association of Real Estate Brokers, (NAREB), and National Association of REALTORS®. She has worked in property management, is a licensed contractor, and construction manager. She has owned a dry-cleaning business in addition to creating a mobile notary public company. In her leisure time she serves on the board of directors of Uptown Entertainment and Development Corporations, the owners of the Historic Uptown Theater.
She is married to State Senator Sharif Street, has five children and six grandchildren. In addition to her own children, April has been a kinship caregiver for two decades providing guidance and love to countless young people both school age and in college.
Screening of "Cooked: Survival by Zip Code" - 1:45 p.m.
The film Cooked: Survival by Zip Code explores the devastating impact of the 1995 Chicago heatwave on under-resourced communities, highlighting issues of climate justice, public health, and systemic inequality.
Before the screening, attendees will participate in a brief exercise that prompts them to consider how issues presented in the film relate to their communities and utility access.
Following the film, a facilitated discussion will allow attendees to share reflections and explore local implications for Philadelphia and solutions to prevent tragedies and utility services.
