Manager, Safety Division
Pennsylvania Public Utility Commission

Robert Horensky is the Manager of the Pennsylvania Public Utility Commission's Bureau of Investigation and Enforcement's Safety Division, which includes three sections: Pipeline Safety, Electric Safety, and Damage Prevention Enforcement.

Mr. Horensky began his role as the Safety Manager in late 2019 after working as an inspector and supervisor for the Pipeline Safety group since 2013. In total, Mr. Horensky has accumulated over 20 years of state and federal regulatory experience including specialized work in pipeline safety, damage prevention, water and wastewater and electric industries. He currently manages a staff of 41 engineers and investigators and works daily with utilities, operators, state and federal regulators, and investigative parties to promote and advance safe operations across the Commonwealth. The Safety Division applies and enforces applicable safety regulations upon the jurisdictional entities and investigates jurisdictional incidents and accidents.

Mr. Horensky dedicates time on a national level through his involvement and support of both the National Association of Pipeline Safety Representatives (NAPSR) and National Association of Regulatory Utility Commissioners (NARUC).

Vice Chair
Pennsylvania Public Utility Commission

Kimberly M. Barrow was nominated to serve as Public Utility Commissioner by Gov. Josh Shapiro on April 14, 2023, and subsequently confirmed by the Pennsylvania Senate on August 30, 2023. Her term will expire on April 1, 2028. She was elected Vice Chair by her fellow commissioners on August 31, 2023, and re-elected on December 29, 2025. Vice Chair Barrow has been involved in the utility regulation industry for more than two decades.  

Vice Chair Barrow serves on the National Association of Regulatory Utility Commissioners (NARUC) Board of Directors and she is a member of the NARUC Committee on Electricity.  Vice Chair Barrow has served as a member of the NARUC Joint Federal-State Task Force on Electric Transmission as well as the FERC-NARUC Current Issues Collaborative, and in 2026 she joined the Nuclear Waste Strategy Coalition.  The Vice Chair is a member of the Pennsylvania Energy Development Authority, and has served as a member of the Pennsylvania Diversity, Equity, and Inclusion Council.

Prior to her appointment as Commissioner, Barrow worked as Chief of Staff for Chairman Gladys Brown Dutrieuille. As part of her service in the Chairman’s Office, she provided advice regarding the legal and policy implications of electric, gas, water and transportation matters pending before the Commission; evaluated the impact of state and federal legislation on ratepayers, utility operations, and Commission functions; and communicated with consumers, utility executives and government officials regarding the Commission’s role and initiatives.

From 2008 to 2013, Barrow served as Chief of Staff in the Office of Commissioner Wayne E. Gardner.  

Vice Chair Barrow started as a staff attorney at the Commission in 2001.

Vice Chair Barrow is an alumna of the University of Georgia with a bachelor’s degree in Political Science and Spanish. She received her law degree from the University of Georgia School of Law.

Acting Deputy Associate Administrator, Policy and Programs

Mr. Gaither serves as the Acting Deputy Associate Administrator for Policy and Programs under the Office of Pipeline Safety. Previously, Mr. Gaither led PHMSA's Office of Preparedness, Emergency Support, and Security Division managing PHMSA's preparedness for, and response to, emergencies and served as the principal pipeline and hazardous materials security advisor for the organization.

He previously served as the Associate Director for the Transportation Operations Center (TOC) in the Office of Intelligence, Security, and Emergency Response, Office of the Secretary. He was responsible for providing the DOT Secretary and senior leadership with timely situational awareness and decision support products relating to all threats and all hazards events and incidents that had the potential to or impacted the safety, security, and resilience of the transportation sector.

Before serving as the Associate Director, he served in the United States Navy. He is a trained Cryptologic Technician Collection analyst. He was stationed in Misawa, Japan and on the USS Donald Cook (DDG-75). He participated in Operation Determined Response and assisted in returning the USS Cole (DDG-67) to the United States following the terrorist attack on the vessel
in Yemen. Following active duty, he joined the reserves and served in St. Louis, MO and at NSA until December 4, 2009. He finished his career as a Chief Petty Officer.

Principal Engineer and Head of Section
DNV

Shane Finneran is a Principal Engineer and Head of Section for the Corrosion and Advanced Analysis Section of DNV in Dublin, Ohio. He has been with DNV for over 18 years, as a licensed professional engineer in the states of Ohio and Utah. He is currently leading and overseeing technical advisory projects for pipeline structural and corrosion technical advisory, with a focus on stray current corrosion, cathodic protection modeling, and HVAC interference challenges.

Corrosion Control Lead, Consumers Energy
Consumers Energy

Jim is currently the Senior Manager of Transmission Corrosion Control and Direct Assessment programs at Consumers Energy in Michigan. Jim has also managed the Distribution Corrosion Control group as well. Jim has a Bachelor of Science degree in Electrical Engineering as well as NACE Senior Corrosion Technologist and Senior Internal Corrosion Technologist certifications. Jim has worked in the corrosion control industry for 30 years and has served as the Chair for the AGA Corrosion Control Committee and is the current chair of the AMPP TCI on the Impact of Increased Electrical Transmission Loads.

Professor Emeritus, Perelman School of Medicine, University of Pennsylvania President, Sensonics International

Dr. Doty is a professor at the Perelman School of Medicine, University of Pennsylvania. He has headed Penn’s Smell and Taste Center for nearly 50 years.

In 1984 he founded Sensonics International, the world’s largest manufacturer of smell and taste tests.

He is an author or coauthor of over 500 professional publications (including 12 books and contributions to such publications as Science, Nature, Lancet, and the Encyclopedia Britannica). Among his books are The Great Pheromone Myth (Johns Hopkins University Press, 2010), Neurology of Olfaction (Cambridge University Press, 2009), and Smell and Taste Disorders (Cambridge University Press, 2018). He is also editor of the Handbook of Olfaction and Gustation (John Wiley, 3rd edition, 2015), a 2000+ page tome considered to be the Bible of the chemical senses field.

Among his numerous awards are the James A. Shannon Award from the National Institutes of Health, the Olfactory Research Fund’s Scientific Sense of Smell Award, the William Osler Patient-Oriented Research Award from the University of Pennsylvania, the Society of Cosmetic Chemist’s Service Award, the Association for Chemoreception Science’s Max Mozell Award for Outstanding Achievement in the Chemical Senses, and the 2024 ScholarGPS’s “Highly Ranked Scholar” award (Olfaction #1, Otolaryngology #4).

Dr. Doty received the B.S. degree from Colorado State University (1966), the M.A. degree from California State University, San Jose, in conjunction with the National Aeronautics and Space Administration (NASA), Moffett Field, CA (1968), and the Ph.D. degree from Michigan State University, East Lansing (1971). He received post-doctoral training at the University of California, Berkeley, in behavioral endocrinology (1971-1973).

Michael C. Holko was appointed as the first Director of the Office for Cybersecurity Compliance and Oversight (OCCO) by Chairman Gladys Brown Dutrieuille in September 2018. OCCO is responsible for working with the regulated utilities to ensure they have adequate cybersecurity measures in place to help prevent and/or mitigate damage from cyberattacks on their critical infrastructure.

As the Director of OCCO, Mr. Holko is responsible for advising the Chairman, Commissioners, and Executive Director on policy and procedural issues; leading cybersecurity investigations; implementing improvements involving cybersecurity oversight functions of regulated utilities; drafting proposed cyber-related regulations; and overseeing the preparation of orders, rulemakings, policy statements, Secretarial Letters and memoranda related to cybersecurity regulations of the regulated utilities.

Mr. Holko has 30 years experience in IT and cybersecurity. He began his career with the Commonwealth Office of Administration holding a variety of positions in IT disaster recovery planning, continuity of government, business analysis, project management, security administration, incident response planning, enterprise architecture, vulnerability management, and risk management. During his tenure with the Commonwealth, Mr. Holko worked for the Office of the Budget, the Pennsylvania Justice Network, and the Office for Information Technology, and the Pennsylvania Public Utility Commission. Mr. Holko received his bachelor’s and master’s degrees from Slippery Rock University.

Cyber Intelligence Manager

Chris Allwein is the Cybersecurity Intelligence Manager for PA CyberCom. In his role, Chris works with public and private sector partners to strengthen the Commonwealth's cybersecurity resiliency. Since standing up PA CyberCom in September 2023, Chris has delivered cybersecurity threat briefings and presentations to entities across the Commonwealth, including utilities, airlines, healthcare, education and local government. He is a member of the Harrisburg University Cybersecurity Advisory Board as well as various other cybersecurity committees within the state. Chris has over 27 years of experience working in IT in both the private and public arenas. Before joining PA CyberCom, Chris spent 18 years working in various other agencies with the Commonwealth.

Intelligence Analyst Supervisor

Intelligence Analyst Supervisor (IAS) Ashley Bleacher has served the Commonwealth of Pennsylvania in various roles for 16 years. Most recently, she has held analytic and supervisory roles in the Pennsylvania State Police Pennsylvania Criminal Intelligence Center (PaCIC), Critical Infrastructure and Key Resources (CIKR) Unit since 2018. The CIKR unit is engaged in information sharing among criminal justice agencies and the owners and operators of critical infrastructure and key resources throughout Pennsylvania with the fundamental responsibility of safeguarding our communities. IAS Bleacher holds a bachelor's and master's degree in criminal justice from Kutztown University and Penn State University, respectively. She is a member of the International Association of Law Enforcement Intelligence Analysts and has completed advanced training in intelligence analysis, critical infrastructure protection, homeland security, and domestic security.

Applied Cybersecurity Division, National Institute of Standards and Technology, U.S. Department of Commerce

Daniel Eliot co-leads the NIST Cybersecurity Framework (CSF) 2.0 project, driving broad awareness and adoption of the CSF and leading the development of practical implementation guidance, tools, and datasets that help U.S. organizations reduce cybersecurity risk. He also serves as NIST's lead for small business engagement, advising across NIST's cybersecurity and privacy programs to create and shape resources and communications tailored for small businesses. Prior to joining NIST, Daniel held cybersecurity roles at MITRE Corporation's Center for Securing the Homeland, the National Cybersecurity Alliance, and the University of Delaware's Office of Economic Innovation and Partnerships.

Cyber Security Advisor/Cyber State Coordinator (PA)

Derek Mueller serves as the cyber security advisor, cyber state coordinator for Pennsylvania at the U.S. Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, where he leads the effort to protect and advance the resilience of the nation’s cyber infrastructure within the critical infrastructure while working with federal, state, local, and other stakeholders to maximize collaboration and minimize risk on matters of homeland security or emergency management.

Protective Security Advisor

David Wood is the Harrisburg District Protective Security Advisor within the Department of Homeland Security (DHS). Mr. Wood is responsible for coordination of critical infrastructure protection in 27 counties in Central Pennsylvania. Mr. Wood has over 37 years of experience with sensitive security operations to include private sector, Department of Defense, and Commonwealth of Pennsylvania. His career includes positions held in the Pennsylvania National Guard, United States Army, and Department of Homeland Security. Mr. Wood also served in the private sector as Executive Vice President of a Fulfillment and Distribution company with over 1,000 employees and 7 facilities. He is a graduate of the University of Notre Dame and holds a master's in systems management from the University of Southern California, as well as a graduate of the United States Army War College, National Defense University and Baltic Defence College.

Dennis has been involved in the Gas Industry for 30 years. His experiences have spanned various aspects of the natural gas industry; from distribution to transmission. Responsibilities include formulating, developing, and managing research and development programs to meet operational efficiencies, cost reductions, safety, and environmental improvements. He also leads various consulting engagements with utility companies focusing on compliance, risk mitigation, best practices, and hydrogen blending initiatives.

Prior to GTI, Dennis held technical and managerial roles at Nicor Gas (a Southern Company) with responsibilities for design, construction, engineering, and developing both regulated and unregulated business opportunities.

Department Manager
Con Ed

Rick earned his BEME from Manhattan College and began his career in the nuclear industry. He then joined Con Ed and proceeded to hone the theoretical, procedural, regulatory and operational knowledge to operate a gas distribution company through a multitude of supervisory, engineering and manager positions. Rick is now in his 40th year with Con Ed now serving in his 15th position as RD&D Department Manager overseeing the section, steering technological innovation for New York City and Westchester County’s natural gas energy infrastructure. Rick serves on the technical committees to NFPA 715 and ASTM 1484 and the Operations Technology Development and NYSEARCH research collaboratives. Rick holds 5 US patents on innovations that serve Company operations.

Safety Division
Pennsylvania Public Utility Commission

Robert Biggard is a Penn State graduate of the class of 1984 with a B.S. degree in Petroleum and Natural Gas Engineering. Since joining the Commission in 1987 and then the Gas Safety Division in 1989, Mr. Biggard has become well experienced expert in multiple areas of natural gas distribution, with his favorite being Corrosion Control. He has either led, assisted or was the principal investigator in well over 60 natural gas incidents for the PUC Pipeline Safety division and the NTSB.

Supervisor, Safety Division

Michael Chilek is a supervisor with the Pennsylvania Public Utility Commission-Bureau of Investigation and Enforcement’s Safety Division, covering the Northeast and Northcentral part of the state. In 2008 he began as an inspector for the Pipeline Safety group and was promoted to the role of supervisor in 2012. In total, Mr. Chilek has over 18 years of state regulatory experience.

Mr. Chilek dedicates time on a national level through his involvement in the joint collaboration between PHMSA and its State partners on the Gas Gathering team.

Fixed Utility Valuation Engineer Supervisor SE
Pennsylvania Public Utility Commission

Terri Cooper Smith is a Pipeline Safety Engineer Supervisor in the Greater Philadelphia region where she oversees investigations and inspections of pipeline utilities for the Safety Division of the PA PUC. She also serves as Chairman of the Pennsylvania Public Utility Commission’s (PA PUC) Damage Prevention Committee to which she was appointed in October 2019. She presides, directs, and coordinates all Committee activities to ensure that all aspects of Act 124 of PA’s Underground Utility Line Protection Law are adhered to. Terri has a degree in Civil Engineering from the Massachusetts Institute of Technology with a concentration in Architecture and has been certified by the Pipeline and Hazardous Materials Safety Administration (PHMSA) as Lead Inspector in numerous areas of pipeline safety.

David Kline is a Pipeline Safety Engineer Supervisor in Western Pennsylvania where he oversees investigations and inspections of natural gas, hazardous liquid, and underground natural gas storage operators for the Safety Division of the PA PUC. In 2008 he began as an inspector for the Pipeline Safety group and was promoted to the role of supervisor in 2020. In total, Mr. Kline has over 18 years of state regulatory experience. David has a degree in Civil Engineering from Pennsylvania State University and has been certified by the Pipeline and Hazardous Materials Safety Administration (PHMSA) as Lead Inspector in numerous areas of pipeline safety.

Pipeline Safety Engineer

Mr. Gray works as a Pipeline Safety Engineer for the Pennsylvania Public Utility Commission-Bureau of Investigation and Enforcement’s Safety Division. The Safety Division applies and enforces applicable safety regulations upon the jurisdictional entities and investigates jurisdictional incidents and accidents.

Mr. Gray began in this role in September of 2014. His territory is predominantly western Pennsylvania where he works with natural gas, hazardous liquid and underground natural gas storage operators. Along with his work with pipeline operators, Mr. Gray was part of a committee to help bring Pittsburgh Water and Sewer Authority into compliance with the Pennsylvania Department of Environmental Protection over lead levels in their water distribution system.

Prior to his work in the Safety Division, Mr. Gray spent over 3 years with the Pennsylvania Department of Environmental Protection’s Bureau of Clean Water.

Civil Engineer General

Peter earned his Bachelor's degree in Civil Engineering at Virginia Tech and started his career in the geotechnical industry. He then joined the PAPUC in early 2025 and serves as an inspector in the southeast region of Pennsylvania. He is currently developing the skills and knowledge required for the job and is working towards completing the core set of trainings provided by PHMSA.

Fixed Utility Valuation Engineer

Nicholas Nagele is an engineer for the Pennsylvania Public Utility Commission’s Pipeline Safety Division. He earned his Bachelor of Civil Engineering degree from the University of Delaware and began working for the PAPUC in 2019. Based in Bucks County, he works with natural gas and propane operators in the southeast region of Pennsylvania. Nick is fully qualified through PHMSA’s Training & Qualification Program to conduct gas and liquid inspections. He has conducted a variety of integrity management, damage prevention, and LNG facility inspections as well as worked alongside state and federal agencies during pipeline incident investigations.

Fixed Utility Valuation Engineer I

Andrea Nash is a Fixed Utility Valuation Engineer assigned to the Pipeline Safety section of the Pennsylvania Public Utility Commission-Bureau of Investigation and Enforcement’s Safety Division in the Western Region.

Ms. Nash began her role as a Fixed Utility Valuation Engineer in April 2025 after serving as a Project Manager and Highway Designer for the Pennsylvania Department of Transportation since 1999. She currently schedules and completes annual inspection audits with multiple operators, assists other inspectors on various program audits, and attends in-person and web-based training courses.

Fixed Utility Valuation Engineer I

Don Ontko joined the Pennsylvania Public Utility Commission – BIE – Pipeline Safety Division in February 2025. Mr. Ontko has 20 years of natural gas and 12 years of electric utility experience in Pennsylvania. His natural gas experience includes pipeline engineering, underground storage operations, regulator station and measurement, facets of the industry. In the electric industry he served various environmental roles including ground water monitoring, residual waste storage and disposal facility permitting, and brownfield site cleanup. Both his natural gas and electric experience involved significant state and federal regulatory interpretation, creating procedures, and developing compliance programs.

Technical Utility Services (TUS) Reliability/Emergency Preparedness Supervisor

John Van Zant joined the Commission in December 2012 as a Utility Energy Conservation Analyst (UECA) 2 in the Policy & Planning Section of TUS and Agency Representative (AR) to PEMA. In early 2013, John moved to the Water/Wastewater Section of TUS and was promoted to UECA 3 in 2014. In 2017, John moved to the Reliability/Emergency Preparedness Section in TUS and was promoted to Supervisor of that same section later that year.

John has over 13 years of private sector experience in operations management and environmental compliance, primarily in the solid waste industry, before starting his employment with the Commonwealth 15 years ago. John's prior Commonwealth employment consisted of working for the Pennsylvania Department of Environmental Protection's Bureau of Safe Drinking Water. John holds a Bachelor of Science in Environmental Studies from East Stroudsburg University.

Senior Manager, Energy Policy and Public Affairs
Duquesne Light Company

Lindsay Baxter is a Sustainability and Energy Policy professional with over 15 years' experience in energy policy. Prior to joining Duquesne Light Company in 2018, Lindsay worked for the Pennsylvania Environmental Council, where she worked with diverse stakeholders to advance clean energy policy and programs. She has also worked in local government as the
Sustainability Coordinator for the City of Pittsburgh. Lindsay holds degrees in environmental science from Duquesne University (MS) and Allegheny College (BA).

Nick Gray is an Emergency Preparedness and Storm Response leader with extensive experience in the electric utility industry. He leads enterprise-wide initiatives focused on emergency management, storm operations, operational readiness, and cross-functional strategy across multiple operating companies. Throughout his career, Nick has successfully led large-scale operational improvements, implemented innovative technologies to enhance storm response, and developed programs that strengthen organizational resilience and customer service during high-impact events.

He is passionate about building high-performing teams, driving continuous improvement, and fostering collaboration across operations, technology, and leadership. Nick is currently pursuing graduate studies while continuing to advance emergency preparedness practices and operational excellence within the utility industry.

Fixed Utility Valuation Engineer 3- Electric Reliability- TUS Reliability/Emergency Preparedness

Clinton McKinley joined the Commission in 2016 as a Civil Engineer Trainee in the Water and Wastewater Section of the Commission's Bureau of Technical Utility Services (TUS). In his time in the Water and Wastewater Section, he advanced to the position of Fixed Utility Valuation Engineer III. In 2025, Clinton pivoted roles within the Commission to join the Reliability/Emergency Preparedness Section of TUS as the Section's Electric Reliability Engineer.

Prior to his employment at the Commission, Clinton worked for a multidisciplinary engineering firm with his primary projects including construction management and construction inspection services. Clinton also worked for several large heavy/highway contractors, completing critical infrastructure projects including wastewater treatment plant upgrades, stormwater management enhancements, and roadway construction projects.

Clinton holds a Bachelor of Science in Structural Design and Construction Engineering Technology from The Pennsylvania State University.

Evan Baker has been with the Commission’s Management Audit Division as a Management Efficiency Review Engineer since 2022. Prior to his current role, he worked as a design engineer for a consulting firm. He received a bachelor’s degree in civil engineering from Penn State Harrisburg in 2020.

Mike Flynn held several roles during college with the University of Central Florida’s police department. He later went on to work with PennDOT in the traffic management center and member of the District Incident Response Team for south central Pennsylvania. For the last 13 years, Mike has worked as an engineer for the Management Audit Division at the PUC. When Mike is not working for the Commonwealth, he can be found teaching historic fencing and European martial arts at a fencing school in LeMoyne, PA.

Nathan Paul has worked for the Commission’s Management Audit Division for over 20 years. He was promoted to Manager of the Management Audit Division in January of 2024 and previously held the Eastern Supervisor position since 2013.

Policy Analyst, Bureau of Consumer Services
Pennsylvania Public Utility Commission

Sasha is currently a Policy Analyst in the PAPUC's Bureau of Consumer Services (BCS) and brings over 20 years of service to the Commonwealth. She has been part of the BCS's TRAQ unit through its evolution from Training & Quality Assurance to its current focus on Tracking, Reporting, Analytics, & Quality Assurance. Sasha specializes in taking a creative approach to managing and analyzing data within the BCS to help it stay abreast of trends and make informed decisions.

Policy Analyst, Bureau of Consumer Services
Pennsylvania Public Utility Commission

Tim started in the Bureau of Consumer Services (BCS) in 2005 as a limited term interviewer in the call center. In 2009 he was promoted to Utility Termination Investigator, and in 2011 he was promoted to Utility Complaints Investigator 1. As a UCI 1 he worked on legislative and executive referrals. He was also the CACD Water Specialist and part of the original team that assisted Pittsburgh Water and Sewer as they transitioned to being under PUC jurisdiction.

In 2021, Tim joined the BCS policy team as a Consumer Services Policy Analyst 2. In 2024, Tim was promoted to Consumer Services Policy Analyst 3. He is involved in case evaluation and
compliance compliance reviews for electric, water, and gas utilities and is active in the internal quality control process for BCS staff.

Legislative Director
Pennsylvania Public Utility Commission

J.J. Livingston has been with the Commission's Office of Legislative Affairs since March 2022 and was appointed Director in January 2023 by the Commissioners. Prior to serving at the Commission, JJ was the Executive Director to the Senate Minority Chair of the Consumer Protection & Professional Licensure Committee for six years and had served as a research analyst to the House Consumer Affairs Committee for seven years. Both committees were legislative oversight committees to the Public Utility Commission and handled all referred legislation related to utility law.

J.J. graduated from Penn State University with a bachelor's degree in political science.

Mr. Kiger has been involved in the One Call industry as a Board Member and General Manager since 1974 and participated in all 25 One Call Symposiums held between 1975 and 2000. In 1995 Mr. Kiger received recognition from the State House of Representatives and State Senate for 20 years of service in Damage Prevention within the Commonwealth of Pennsylvania; and in 2007 he received a Certificate of Recognition from the U.S. Congress, Allegheny County and West Mifflin Borough for 33 years of service  

In addition to his involvement with Pennsylvania One Call System, he was the General Manager of One Call operations for four other states (WV,NY,TX,MO) and the province of Alberta Canada from 1978-1987.  Mr. Kiger founded One-Call Systems International (OCSI) and received OCSI One Call Pioneer award in 2007. He was named to “Who’s Who in Leading American Executives” in 1992, “Who’s Who in World Business Leaders in 1993 and 1994, and the 2009 Princeton Registry of Global Business Leaders. 

Kiger’s work experience includes employment by Bell of Pennsylvania, where he held the positions of Field Engineer, Conduit Inspector, Outside Plant Mapping & Records Supervisor-WPA, and was the designated representative to the One Call System from 1974 to 1978. Kiger served in the US Navy Reserve 1964-1972 as an Electronics Technician 3^rd Class on the USS Mauna Loa AE-8 and is a Vietnam Veteran 1967-1968.

She orchestrates cross-industry collaboration among diverse stakeholders while steering CGA's operations and the development of industry-leading Best Practices and Next Practices.

Jimmy Dempsey is the co-founder and CEO of Overlay Aerials, where he leads the company's strategy and the development of enterprise drone programs supporting critical infrastructure, energy, utilities, construction, and industrial operations. Under his leadership, Overlay Aerials supports public and private sector organizations with advanced aerial inspection, monitoring, and data collection programs that improve safety, operational awareness, and asset management.

Jimmy's work focuses on helping infrastructure owners and operations teams safely integrate unmanned aircraft systems into critical inspection, monitoring, and asset management programs.

Director for External Affairs
Pennsylvania Emergency Management Agency (PEMA)

Molly Dougherty is Director of External Affairs at the Pennsylvania Emergency Management Agency, where she leads a team of educators, planners, and liaisons who engage partners across the private sector and nonprofit community. She also leads coordination for Pennsylvania’s Business Emergency Operations Center, strengthening connections between businesses and emergency management to support continuity, resilience, and rapid recovery when disasters occur.

Molly works closely with communities across Pennsylvania to help them understand how disruptions impact operations, supply chains, and local economies—and how planning ahead can reduce those impacts.

Prior to her current role, Molly led Pennsylvania’s Continuity of Government program, coordinating efforts across more than 45 state agencies, boards, and commissions to ensure essential functions continue during emergencies. She has also developed and led single- and multi-agency training and exercises focused on real-world preparedness.

Molly is a FEMA Master Continuity Practitioner and a graduate of the Harrisburg University Certified Government Chief Information Officer program.

Manager, Safety Division
Pennsylvania Public Utility Commission

Robert Horensky is the Manager of the Pennsylvania Public Utility Commission's Bureau of Investigation and Enforcement's Safety Division, which includes three sections: Pipeline Safety, Electric Safety, and Damage Prevention Enforcement.

Mr. Horensky began his role as the Safety Manager in late 2019 after working as an inspector and supervisor for the Pipeline Safety group since 2013. In total, Mr. Horensky has accumulated over 20 years of state and federal regulatory experience including specialized work in pipeline safety, damage prevention, water and wastewater and electric industries. He currently manages a staff of 41 engineers and investigators and works daily with utilities, operators, state and federal regulators, and investigative parties to promote and advance safe operations across the Commonwealth. The Safety Division applies and enforces applicable safety regulations upon the jurisdictional entities and investigates jurisdictional incidents and accidents.

Mr. Horensky dedicates time on a national level through his involvement and support of both the National Association of Pipeline Safety Representatives (NAPSR) and National Association of Regulatory Utility Commissioners (NARUC).
