PUC to Investigate Rate Increase Proposed by Springhouse Waterworks

Small water utility serves residents and businesses in Erie County

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today voted 4-0 to suspend and investigate a rate increase proposed by Springhouse Waterworks Inc. (Springhouse) for water service provided to residents and businesses in a portion of Girard Township, Erie County.

Water Rate Filing

Springhouse is seeking an increase in total annual operating revenues for water service by approximately $102,800, or 59%.

If the company's entire request is approved, the total quarterly bill for an average residential water customer would increase from $76.93 to $122.25, or by 58.9%.

The utility provides water service to approximately 500 residential and commercial public water customers and current base rates for water rates have been in effect since 2013, when those rates were adopted from the previous service provider – Imperial Point Water Service Co.

PUC Rate Investigation

The Commission's suspension of the proposed rate changes provides time for the PUC's Office of Administrative Law Judge to conduct a full investigation into the lawfulness, justness, and reasonableness of the proposed rates, as well as Springhouse’s existing rates, rules, and regulations, and issuance of a recommended decision.

Customers are encouraged to follow the case and learn more about how to participate in the ratemaking process through resources available on the PUC’s website.

A final PUC decision for the rate request is due by May 15, 2027.
