Application/Permit Inventory
On November 12, 2025, Governor Shapiro signed the Commonwealth’s Fiscal Year 2025–2026 budget into law (House Bill 416, now Act 45 of 2025). The budget includes new permitting reforms to make state processes faster, more consistent, and more transparent. Under the law, a state agency must post a list of all the permits it issues, including authorizations, certificates of public convenience, plan approvals and registrations, on its website. Agencies must also provide the legal authority for each permit, expected decision timelines, and average processing times. The PAPUC is subject to these requirements.
