Office of Competitive Market Oversight (OCMO)

On Dec. 10, 2009, the Commission announced that the Office of Competitive Market Oversight will serve as the Commission’s electric retail choice ombudsman, as described in the Default Service and Retail Electric Markets Policy Statement at 52 Pa. Code §69.1817. In this capacity, the OCMO will oversee the development and functioning of the competitive retail electric supply market. The OCMO was originally formed in January 2009 to similarly monitor the retail natural gas supply market.

The OCMO is within the Office of the Executive Director, who calls upon a designated group of legal, technical and policy staff members from various Commission bureaus and offices to informally address obstacles faced by electric generation suppliers in participating in the retail market. The office is responsible for responding to questions from stakeholders regarding the competitive retail electric market, monitoring issues hindering the development of a competitive retail market and facilitating informal dispute resolution between default service providers and electric generation suppliers (EGSs).

Issues that EGSs have questions about or wish to have considered for mediation by the OCMO should be sent to ra-OCMO@pa.gov.

This is in accordance with the Commission’s Secretarial Letter concerning reports filed under  52 Pa Code §§ 54.203, 54.39, 54.40(a), and 62.110 issued July 27, 2020, modifying the Commission’s Emergency Order at Docket Number M-2020-3019362 which has been featured on our COVID-19 page since the date of issuance.  You are instructed to retain your mailing’s tracking information as proof of your submittal.  

The Commission’s regulations allow us to give your filing the date you deposited it in overnight delivery, certified mail, or priority mail as the date of filing - regardless when the Commission receives the filing physically in our offices.  Emailing these reports to the Secretary does not change the filing date because the date of deposit will become the stamped in filing date. Therefore, emailing the reports to the Secretary only causes duplication and confusion.  Your tracking information is important for you to retain in the event your package does not arrive.
