Electric Distribution Company Act 129 Reporting

The electric distribution companies' (EDCs) must file semiannual and final annual reports, which provide the EDCs' reported savings for that program year. The final annual reports provide verified savings for each EDC’s Energy Efficiency and Conservation (EE&C) portfolio for that program year, the cost-effectiveness evaluation (Total Resource Cost Test), the process evaluation, as well as items required by Act 129 and Commission orders. The Commission required that all semiannual and final annual reports be filed with the Commission’s Secretary’s Bureau and the Act 129 Statewide Evaluator. The EDCs’ reporting timeline and Act 129 reports filed to date are found below. Additionally, each EDC has provided a link to its own website where these reports can also be found.

Phase IV

Via its June 18, 2020 Implementation Order, the Commission adopted additional incremental reductions in consumption for a Phase IV of the Act 129 Energy Efficiency and Conservation Program.  Phase IV began on June 1, 2021 and will end on May 31, 2026. In its June 2020 Implementation Order, the Commission concluded that it was unnecessary to continue requiring preliminary annual reports in addition to the final annual reports.  Therefore, to streamline the reporting process, the preliminary annual report was eliminated, while maintaining the semiannual and final annual reporting process.  In addition, in the interest of providing the final annual reports to the public in a much timelier fashion, the Commission required the EDCs to submit the final annual reports by September 30 of each year.

Phase III

Via its June 11, 2015 Implementation Order, the Commission adopted additional incremental reductions in consumption for a Phase III of the Act 129 Energy Efficiency and Conservation Program. Phase III began on June 1, 2016 and will end on May 31, 2021. In its June 2015 Implementation Order, the Commission changed the reporting timeline from quarterly to a semiannual reporting, while maintaining the preliminary and final annual reporting process.

Secretarial Letter - On May 26, 2020, the Commission, in response to the COVID-19 pandemic, issued a Secretarial Letter announcing changes to its Act 129 Electric Distribution Company (EDC) reporting requirements. Docket No. M-2014-2424864.  Served May 26, 2020.

Phase II

Via its August 2, 2012 Implementation Order, the Commission adopted additional incremental reductions in consumption for a Phase II of the Act 129 Energy Efficiency and Conservation Program. Phase II began on June 1, 2013 and will end on May 31, 2016. In its August 2012 Implementation Order, the Commission maintained the reporting timeline as prescribed during Phase I.
